Your role

TSC is hiring a Senior Consultant–Economist to join our growing Impact team. This is a chance to apply serious applied economics skills to tangible projects in sport, leisure and the built environment – from stadiums and arenas to community facilities and wider regeneration programmes. You will sit within the Consulting team but work closely across TSC Impact and our Facilities & Venues (F&V) practice. A core part of the role is quantifying economic, social and wellbeing impacts and building robust, Green Book‑aligned business cases and social value assessments.

Sport experience is not essential; we are prioritising strong economic skills, public‑sector appraisal experience and an interest in social value and non‑market valuation.

You will bring strong project management discipline, analytical rigour, and client-facing confidence, particularly in projects involving business planning, financial modelling, and operating model design for sports and live entertainment venues. You will independently lead smaller assignments or take ownership of workstreams within larger projects, managing junior consultants and analysts to deliver exceptional outputs and help evolve TSC’s economic and social impact tools and methodologies.

Your roles and responsibilities

  • Client Delivery

Ability to simultaneously lead discrete projects or key workstreams within larger engagements, ensuring high-quality and timely outputs. Manage day‑to‑day coordination with clients and subject matter experts across diverse geographies and sectors. Experience working with local authorities, combined authorities, and central government bodies. Translate complex data and research into actionable recommendations across commercial strategy, operations, and governance. The role may involve travel within the UK and internationally, including to the Middle East, to work on world‑leading sporting events and major infrastructure projects.

  • Core Technical Skills

Lead or contribute to Green Book–compliant SOBC (Strategic Outline Business Case), OBC (Outline Business Case), and FBC (Full Business Case), with a focus on the Economic and Financial Cases. Design and deliver cost–benefit analysis, including non‑market valuation techniques (e.g. contingent valuation, revealed preference). Practical experience using input–output tables and constructing Leontief multipliers from domestic-use tables is highly desirable. Apply social value approaches including WELLBYs (Wellbeing-Adjusted Life Years), QALYs (Quality-Adjusted Life Years), VSL (Value of a Statistical Life) and wider non‑market benefits, in line with Green Book guidance. Calculate and interpret benefits‑cost‑ratios (BCRs), net present values (NPVs) and other value‑for‑money (VfM) metrics. Build and refine financial and economic models for facilities and wider place‑based investments. Strong Excel skills and experience building transparent, well‑documented models.

  • Practice Development & Business Development

Contribute to proposals and business development efforts by developing compelling content and ideas aligned to client needs. Develop and maintain internal tools, templates and models for economic appraisal, non‑market valuation and social value assessment, and capture project learning in case studies. Build and update benchmarks for facilities and venues (costs, benefits, usage, impacts) to inform business cases and impact assessments. Work with identified global and local partners to build an end‑to‑end advisory and commercial execution practice for venues that is world‑class and grounded in deep insights gained from both UK and regional projects. Contribute economic and social impact insight to TSC thought leadership (e.g. market notes, white papers, conference presentations), drawing on UK and international project experience. Participate in regional and sector‑specific thought leadership activities, including market insights, white papers, and industry events.

  • Team & Office Leadership

Coach and mentor junior team members, driving their professional development and capability building. Contribute to L&D opportunities for the global consulting practise and help in adapting the global training programs to local needs. Demonstrate strong commercial awareness, including understanding client priorities and value for money.

Your skills and experience

Experience: 4–6 years in economic consultancy, advisory, public sector or applied economics. Sport experience is helpful but not essential; the core requirement is strong economics experience in a public sector, capital projects context.

Domain knowledge: Applied economist with experience in public‑sector infrastructure / built‑environment projects and Green Book appraisal (ideally facilities or place‑based investment), including social value / non‑market valuation (e.g. WELLBYs, QALYs).

Consulting toolkit: Proven experience in managing workstreams or small projects; excellent problem‑solving, communication, and stakeholder management skills.

Industry familiarity: Exposure to government or private‑sector clients is a plus.

Academic background: Undergraduate degree in Economics (or closely related quantitative discipline) is essential; a relevant Master’s (e.g. Economics, Public Policy, Economic Development) is strongly preferred.

Language: Multilingual skills will be a distinct advantage, but not a requirement.
