About the role
This is an excellent opportunity to join Procurement Services as a Procurement Officer. Working within a small team of 10 people, you’ll have a key role in supporting the organisation to meet our Corporate Procurement Strategy.

As Procurement Officer you will:
- Lead procurement projects (typically below £50k – quotation level), ensuring compliance with SPCB procurement policy, public procurement legislation, and best practice
- Add value to procurement projects in line with the focus areas of the Parliament’s Procurement Strategy: optimising value, sustainable development, and supply chain management
- Deliver effective procurement project management, providing advice and support to business areas, liaising with potential suppliers and sharing and storing documents in line with policy requirements
- Develop effective internal and external networks and manage relationships and expectations of business areas within your field of responsibilities
- Provide effective support and guidance to contract managers, including negotiating and formalising contract variations and dealing with escalated contractors’ performance issues

About you
You’ll have experience of delivering procurement projects, either in a lead or supporting capacity. This experience may have been gained in either the public or private sector. You’ll be proactive in progressing your professional development and will have achieved or be willing to work towards the CIPS Diploma in Procurement and Supply.
You’ll demonstrate a high level of personal credibility with excellent communication and influencing skills. You’ll be able to develop and maintain positive working relationships, supporting the Procurement Team and wider organisation to achieve and deliver best value through procurement.
You’ll demonstrate a collaborative, respectful and customer-focused approach, sharing your knowledge and providing clear direction and support to procurement project team members. You’ll also be highly organised, detail-focused, and able to manage multiple priorities within tight timelines.
You’ll join a collaborative, supportive, and innovative team where your development, ideas, and contribution genuinely matter. This role offers the chance to further your procurement expertise while helping shape projects that support the Parliament in achieving best practice procurement.

Stage 2
If your application is successful, you’ll be invited to attend a virtual interview. As part of the interview process, you’ll be asked to provide a presentation, details of which will be provided prior to interview. Interviews will be held week commencing 16 November 2026, although this is subject to change.
Offers will be awarded based on merit. For this role, the following weighting is used to come to a final score on which offers will be based. Application 20%, Presentation 20%, Interview 60%.
All new starts will be appointed to the first scale point of the grade for their role.
