This is an excellent opportunity for an enthusiastic Organisational Development Business Partner to join our HR team.

The Role

Reporting into the Head of HR Business Partnering, you will act as a partner to the Council, Executive Leadership Team (ELT) and senior managers with responsibility for leading the collaborative formation of organisational development strategies and activities that align with and support the council’s corporate vision and objectives as well as those of individual directorates and services. To drive and facilitate the delivery of identified organisational development activities through a variety of resources. To ensure that funding available to support learning and development activities is used appropriately and effectively to meet priorities and requirements through oversight of the identification of training needs and commissioning decisions.

Your role will involve:

  • Partnering with the Executive Leadership Team (ELT) and senior managers to provide strategic guidance on organisational development, aligning with council objectives and government legislation.
  • Leading the development and collaborative delivery of people strategies and action plans, providing regular progress reports to senior leadership.
  • Overseeing training needs analysis and commissioning high-quality, cost-effective external training to build future-ready skills and learning pathways.
  • Optimising the Apprenticeship Levy and graduate schemes, ensuring legislative compliance and strategic use of funds to enhance talent pipelines.
  • Providing expert advice on innovative learning interventions and delivery options to meet evolving business needs.
  • Developing robust career pathways and succession plans, implementing leadership and mentorship programs to build a sustainable internal talent pipeline.

What we are looking for:

  • Relevant professional qualification or experience in the development, implementation and delivery of organisational development strategies.
  • Experience of managing the delivery of learning and development activities.
  • Experience of designing and delivering training and development activities.
  • Ability to influence and persuade a variety of audiences and ability to interact confidently in all environments.
  • Consulting and influencing ability to engage with senior stakeholders and challenge them constructively whilst maintaining trust.
  • Demonstrate strong commercial awareness by understanding how organisational development initiatives influence the council’s financial performance and service delivery.
