An outstanding opportunity has arisen for a senior street works professional to take a pivotal client-side leadership role within a flagship utilities infrastructure programme based in Watford, supporting the wider North London network. This position will act on behalf of a major network operator to ensure the smooth coordination, compliance, and performance of all street works activities across a large-scale gas network renewal and new connections project. The role will suit an experienced professional with a strong background in utilities street works, permitting, and stakeholder engagement — particularly across London’s complex highways and urban environments.
As Head of Street Works, you will lead all aspects of street works delivery for the regional programme, ensuring that works are planned, coordinated, and executed safely, efficiently, and in full compliance with statutory regulations. You’ll serve as the senior interface between the client organisation, delivery contractors, local authorities, and other statutory undertakers to ensure that all street works run seamlessly and with minimal disruption to the public.
Key Responsibilities:- Lead the end-to-end coordination of all street works across the North London network, ensuring compliance with the New Roads and Street Works Act (NRSWA), Traffic Management Act (TMA), and London Permit Scheme (LoPS).
- Act as the client’s representative for all street works interfaces between delivery contractors, local authorities, and other utilities.
- Manage performance targets for permits, reinstatement quality, overruns, and defect rates.
- Oversee permit applications and approvals, engaging proactively with highway authorities to prevent conflicts and delays.
- Ensure compliance with the Specification for the Reinstatement of Openings in Highways (SROH), traffic management standards, and safety requirements.
- Develop and maintain strong relationships with Transport for London, borough councils, and other statutory undertakers to coordinate activities and resolve issues.
- Use systems such as Street Manager, Symology, or Elgin/One.Network to monitor progress and report performance to senior stakeholders.
- Conduct contractor audits and drive continuous improvement through collaborative working and innovation.
- Identify process enhancements and introduce digital tools or alternative working methods to improve efficiency and reduce disruption.
- Provide leadership and mentoring to internal teams and contractor partners.
- Proven experience in street works management within utilities, highways, or local authority sectors.
- Comprehensive understanding of NRSWA, Traffic Management Act, LoPS, and SROH.
- Proficient in street works management systems and data-driven performance reporting.
