The post is based at The Queen Elizabeth Hospital, Gayton Road, King's Lynn, but will be required to work anywhere in West Norfolk and North Cambridgeshire Hospital, subject to the payment of appropriate expenses and/or provision of transport. In this context a current driving licence is essential.
To deputise for the Head of Estates and to be fully accountable to the Deputy Director of Estates and Facilities in their absence. To manage the operation element of the estates department in an efficient and effective manner so as to provide the highest possible standards of service delivery and ensuring statutory compliance within the resources allocated. In conjunction with the wider team, maintain and develop the estate to ensure an appropriate environment for the delivery of patient care.
Main duties of the job:
- Accountable for the management and actions of all aspects of the operational management of the Estate including Building, Mechanical and Electrical elements within the Estates Department.
- Accountable for the management and actions of consultants and contractors where appropriate.
- Accountable for the Trust's Building and Engineering Contract Documentation together with the responsibility of being the Trust's Signatory for these contracts.
- Accountable signatory for Quotations received and opened within the Estates Department.
- Contribute to corporate decision making through membership of various Trust committees and groups including acting as deputy chair as required by the Head of Estates.
- Accountable for the implementation and completion of the following: Accountable Signatory for Requisitions.
- Accountable for the compliance to Standard Financial Instructions within the maintenance element of the Estates team.
- Accountable for the whole estate and professional and technical building aspects of Operational and General Estate Management within West Norfolk and Cambridgeshire area.

Person Specification:
Qualification/Training and Professional Development:
- Professional knowledge acquired through Degree, HNC or equivalent and specialist knowledge across a range of Estates activities plus Financial and Management techniques.
- Membership or Associate membership of a Chartered Institute. CIBSE, IMechE etc.
- Working knowledge of the following:
- HTM's
- HBN's
- Health and Safety policy and procedures
- Willing to learn new practices and pass on to others
- A current UK driving licence
- Use of CAD Systems to develop technical drawings
- Health and Safety Qualification
Experience:
- Completion of a structured training programme Engineering to Membership or Associate level.
- Experience of acting as an AP in an electrical capacity.
- Experience of working in the NHS at a senior level.
- Experience of managing a multi-disciplinary team.
Skills, Abilities and Knowledge:
- To be able to give and receive complex sensitive instruction.
- To be able to communicate effectively with Specialists and Non-Specialists, including Senior Managers and Directors on complex specialist and technical matters.
- Able to analyse and interpret technical and management information.
- Able to compile a Strategy from management and technical information.
- Willing to build skills base through additional training.
