Swansea Council is seeking an experienced and motivated Enforcement Team Leader to play a key role in protecting the quality of our built and natural environment. This is an excellent opportunity for a planning professional with strong enforcement experience to lead complex cases and contribute to the effective delivery of the planning system across the city and county.
As an Enforcement Team Leader, you will:
- Lead and manage the Planning Enforcement Team.
- Oversee planning enforcement investigations and appeals.
- Be responsible for the enforcement of planning control and defence of decisions and the processing and determination of all planning and related applications.
- Assess breaches of planning control and determine appropriate action.
- Lead formal enforcement action, including notices and legal processes.
- Represent the service at Planning Committees and panels.
- Represent the Council at appeals, hearings, inquiries, and court proceedings.
- Provide expert planning advice to colleagues, elected members, and the public.
- Support and mentor junior officers while driving service improvement.
We are looking for candidates who have:
- Significant experience working in planning enforcement within a local authority or similar regulatory environment.
- A sound working knowledge of planning law, enforcement powers, and procedures (including the Town and Country Planning Act and related legislation).
- Strong investigative, report-writing, and decision-making skills.
- Experience of handling appeals and enforcement cases through to resolution.
- The confidence to deal with challenging situations and communicate effectively with a wide range of stakeholders.
- Excellent organisational skills and the ability to manage a varied caseload.
- A professional qualification in planning (e.g. RTPI accredited) or substantial relevant experience.
