Carrington West are assisting their local authority client based in London in the search for a Senior Economic Development Officer to join their team on an initial 3 month contract, then rolling. This role will lead co-ordination and delivery of key sector interventions, with a particular but not exclusive focus on how we take forward commitments in the Council's Cultural Strategy as they relate to creative enterprise, including managing our status as a Creative Enterprise Zone accredited by the GLA.
The role will lead on specific elements of affordable workspace delivery, managing key projects from our Affordable Workspace Strategy and working closely with our Planning team and officers providing wider business support. The post will provide crucial support to the Strategic Lead in developing and delivering initiatives relating to other key sectors and clusters as they emerge, supporting the Strategic Lead's overall day-to-day programme leadership.
About The Role
- Co-ordinate key sector interventions, including (but not limited to) delivery of elements of the Council's Cultural Strategy.
- Support delivery of the Affordable Workspace Strategy, including administration of grant funding programmes, engagement with workspace operators through regular forums and networks, and management of day-to-day programme coordination across our key sectors.
- Work closely with Planning colleagues to ensure affordable workspace contributions secured through Section 106 agreements address the needs of our key sectors.
- Support affordable workspace delivery through local development opportunities and public asset developments, working with Regeneration and Property teams to coordinate workspace propositions and operator engagement.
- Lead delivery of the Creative Enterprise Zone action plan.
- Work with teams across the Place department in devising and implementing initiatives which support the growth of creative businesses, such as business support, employment and skills initiative, and affordable workspace.
This post is offered on a hybrid basis, with weekly presence needed on-site. It would be beneficial to hold a relevant degree or professional qualification, membership of relevant professional organisation or relevant experience.
Experience / Qualifications
- Experience of budget management and monitoring.
- Experience of the commissioning and procurement cycle from tendering to completion.
- Experience of successfully bidding for external funding.
- Experience of working with affordable workspace provision, workspace operators, or commercial property development that supports micro/small businesses.
- Experience of developing and delivering complex programmes of action with multiple stakeholders and governance arrangements.
- Experience of effective partnership working across public bodies, the private sector, and the third sector.
- Experience of developing networks and collaborative working relationships with a wide range of stakeholders.
Carrington West Pay Rate - £30 per hour (Flexible depending on experience)
