We are looking for an experienced Planner to join the Infrastructure and Development group here at Norfolk County Council and lead the team responsible for delivering planning input to Nationally Significant Infrastructure Projects. Norfolk is playing a pivotal role in delivering the clean power, economic growth and housing needs of the country. Critical to our success in this role is the effective management of Norfolk County Council’s inputs into the Nationally Significant Infrastructure Projects (NSIPs) that are planned across the County, ensuring that the full local impacts of those schemes are duly assessed and that all possible benefits are explored and maximised.

Norfolk County Council, as host authority, is currently involved with 15 NSIPs at various stages of the planning process. We are looking for a dynamic and experienced planning professional who can lead, manage and develop Norfolk County Council’s statutory role in the NSIP process for current and future schemes. You will be directly responsible for a small team tasked with the management of NSIPs and for the collaborative engagement needed with different service areas and elected members to assess the impact of NSIP proposals.

You will be a qualified planner who has a project management qualification or significant relevant experience of managing multiple complex projects to specified deadlines. You will be able to demonstrate a track record of shaping projects from their early stages through to delivery, with a proven ability to negotiate and influence the decisions of others to deliver desirable project outcomes. You will have substantial post qualification planning experience and have an appreciation of operating in a political environment on often contentious and complex matters demonstrating your ability to collaborate with elected members, partners, and other organisations.

Minimum Requirements:

  • Qualified planner with project management qualification or significant relevant experience.
  • Track record of managing multiple complex projects to specified deadlines.
  • Substantial post qualification planning experience.

For more information, or to discuss the role please contact Paul Harris, Strategic Planning Manager via email or on 01603 679256.

Benefits:

  • Competitive salary
  • Generous holiday entitlement with the ability to buy and sell leave
  • Health and Wellbeing services including fast-track physiotherapy and a free counselling service
  • Flexible working opportunities including flexitime, part time, remote and hybrid working – dependent on your job role and business need.
  • Financial benefits such as:
  • ‘Norfolk Rewards’ our employee discounts programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
  • A Blue Light card for Fire Service and Social Care Workers
  • Relocation expenses (where applicable)
  • An advance of your expenses if you travel for work
  • Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants’ pensions
  • Tax efficient ways of getting extra pension and new bikes
  • Access to our tax efficient car lease scheme for greener travel enabling you to lease a brand new, ultra-low emission vehicle (subject to eligibility)
  • A payment if you refer someone you know to a hard to fill job

We want our people to be inspired and motivated to work well together, make the most of our workspaces, enjoy a healthy work-life balance, and deliver excellent services to Norfolk and its people. Flexibility is built into the way we work, with hybrid working a key feature for many roles. Our technology platform and equipment are first class, enabling you to connect and collaborate remotely. We ask that you have in place good Broadband connectivity.
