Our client is a growing utilities infrastructure business delivering critical projects across the UK. As the business continues to expand, they are looking to appoint an experienced HSEQ Manager to take ownership of Health, Safety, Environmental and Quality management across the organisation.

This is not a role focused purely on compliance administration. Instead, you'll become the recognised HSEQ lead within the business, trusted to investigate incidents, manage major client relationships, oversee accreditations, drive continual improvement and ensure the organisation remains compliant across an increasingly demanding regulatory landscape.

Working closely with senior leadership, you'll have the autonomy, support and authority to make a genuine impact.

The Opportunity

This is a highly varied and fast-paced role operating within the utilities sector. No two days are the same. One day you may be leading a complex incident investigation and presenting your findings to a major utility client. The next, you could be managing insurance claims, producing project-specific RAMS, preparing for an external audit or supporting operational teams with critical compliance requirements.

The role requires somebody who can prioritise effectively, remain calm under pressure and confidently engage with stakeholders at all levels.

Key Responsibilities

  • Incident Investigation & Client Reporting
    • Lead accident and incident investigations across the business
    • Produce detailed investigation reports using recognised methodologies
    • Present findings and updates to utility clients and senior stakeholders
    • Manage corrective and preventative actions
    • Provide regular incident updates and performance reporting
  • HSEQ Leadership & Compliance
    • Maintain and continually improve the HSEQ management system
    • Ensure compliance with all relevant legislation and industry standards
    • Maintain Health & Safety and Environmental Legal Registers
    • Develop and deliver toolbox talks, safety briefings and inductions
    • Identify training needs across the workforce
  • Risk Management
    • Produce and review Risk Assessments and Method Statements (RAMS)
    • Support operational teams with project-specific risk management
    • Ensure compliance with LOLER, PUWER and wider plant regulations
    • Manage COSHH documentation and compliance processes
  • Quality, Environmental & Accreditation Management
    • Full responsibility for maintaining ISO 9001, ISO 14001, ISO 45001, Achilles, SafeContractor, Constructionline, GIRS, WIRS
    • Lead audits, manage non-conformances, maintain compliance records and drive continual improvement initiatives.
  • Insurance & Claims
    • Manage utility damage and third-party insurance claims
    • Liaise with insurers, solicitors and loss adjusters
    • Investigate incidents and gather supporting evidence
    • Manage claims through to resolution
  • Reporting & Performance
    • Produce HSEQ performance metrics including LTIFR and AFR
    • Manage environmental reporting, waste reporting and carbon reporting
    • Analyse operational trends and identify improvement opportunities
    • Support commercial teams with PQQ submissions and client compliance requests

Essential Experience

  • Previous HSEQ, SHEQ or Health & Safety Management experience
  • Utilities, energy infrastructure, gas, water or network construction experience
  • Incident investigation and root cause analysis
  • ISO management systems experience
  • Strong understanding of LOLER and PUWER regulations
  • Experience producing RAMS and risk assessments
  • External audit and accreditation management
  • Insurance claims management experience
  • Strong stakeholder management and communication skills
  • Excellent report writing and analytical capability
