Job Title: Interim Head of Asset Management Location: South England Contract: Interim (12-month contract) Salary: Competitive, dependent on experience About the Role: We are seeking an experienced and dynamic Interim Head of Asset Management to lead and manage the development, implementation, and ongoing review of the Council’s Asset Management Strategy. This pivotal role will cover both the Housing Revenue Account (HRA) and general stock, with the aim of maximising the effectiveness of our Council Housing and assets to ensure we provide high-quality homes for our residents while maintaining economic sustainability. As the Interim Head of Asset Management, you will take responsibility for understanding the condition of stock, demand, and future maintenance needs. Your strategic insights will help inform budget setting and key decisions regarding the HRA portfolio, including acquisitions, disposals, investment, remodelling, and changes of use of assets. Additionally, you will ensure compliance with the Social Housing (Regulation) Act 2023, specifically the Safety and Quality Standard, Consumer Standard, and Decent Homes requirements. You will be instrumental in ensuring accurate stock data is collected, regularly reviewed, and maintained to drive informed decision-making. Key Responsibilities: * Develop, implement, and review the Council’s Asset Management Strategy, focusing on both HRA and general stock. * Maximise the effectiveness of Council Housing and assets to ensure long-term economic sustainability and high-quality homes for residents. * Analyse and assess the condition of stock, demand, and future maintenance needs to inform strategic decisions and budget setting. * Advise on acquisitions, disposals, investment opportunities, remodelling, and changes of use of assets. * Ensure that stock data is accurate, regularly updated, and used to support compliance with the Social Housing (Regulation) Act 2023 and associated safety and quality standards. * Provide leadership and strategic direction for the Asset Management team, ensuring efficient and effective delivery of asset-related services. * Collaborate with senior leadership, teams across the organisation, and external stakeholders to deliver integrated asset management solutions. What We’re Looking For: * Significant experience in asset management, preferably in a housing or local government setting. * Strong understanding of housing stock management, including knowledge of HRA, asset condition assessments, and demand forecasting. * Expertise in developing and implementing asset management strategies to achieve long-term objectives. * Knowledge of key legislation, including the Social Housing (Regulation) Act 2023, and compliance with safety, quality, and decent homes standards. * Proven ability to manage and analyse data, inform strategic decisions, and drive effective asset management practices. * Strong leadership skills with the ability to motivate and lead teams to achieve shared objectives. * Excellent communication and stakeholder management skills
