Procurement Manager (Location: UK) The role: OPA are looking to appoint an additional Procurement Manager, preferably based near to our Head Office in Gosport, Hampshire, or our OFD (Oil Fuel Depot) at Thanckes, Torpoint, Cornwall, or Garelochhead, Helensburgh, Argyll & Bute, Scotland, where our new Finnart OFD is located. We will also consider applications for Remote / Home based. This newly created role will primarily focus on managing the procurement activities for our new Finnart OFD at Helensburgh, including contract administration, to ensure timely and efficient delivery of goods, services, and works in line with UK public procurement regulations, specifically the Public Procurement Regulations 2023 to support OPA business requirements and ensure contracts are effectively managed to maximise value for money from our suppliers. Working in a busy and demanding Procurement function, the successful postholder will be part of a team providing procurement services for the OPA, who manage fuelling assets and sites on behalf of the Ministry of Defence. It is essential to maintain and develop strong positive working relationships with all stakeholders within the Agency, as well as our external suppliers. Occasional travel to our UK sites will be a feature of this role, with some overnight stays depending on your location. Therefore, a full (preferably clean) driving licence is essential for the successful candidate. Responsibilities: * Prepare commercial reports and manage future project pipelines. * Escalate critical issues to senior management. * Conduct research as directed to ascertain the best products and/or suppliers in terms of best value, delivery schedules, safety and the quality specified. * Support OPA staff from other functions with procurement activities and navigating the OPA/TS (Tender Site) as a Procurement SME. * Create new Vendor files (including Credit Checks) as and when required. * Raise purchase orders, and progress chase where necessary for the delivery of goods and/or services. * Performance monitor supplier/contractors and maintain records relating to supplier performance. * Resolve any quality issues within the supply base effectively. * Contribute to the development of the organisation’s purchasing strategy, policies and procedures. * Produce management information. * Assist in the scoping of tender documents and managing the tendering process from end to end. * Contribute to the evaluation of bids and making recommendations based on commercial factors and technical criteria. * Contract drafting; terms, negotiation and award. The candidate: You should have a minimum of 5 years’ experience in a senior role in public procurement, preferably in a high hazardous regulated industry, hold MCIPS, GCF ADC commercial qualification, or equivalent, and able to demonstrate extensive working knowledge of the Public Procurement Regulations 2023. You will have a strong understanding of contract terms to support the managing of end-to-end procurement process, able to demonstrate effective interpersonal and organisational skills. Be able to identify the commercial risks and contribute to mitigating and managing those risks and demonstrate auditing techniques. You will need to possess strong effective IT skills, particularly MS Office, and experience of finance and procurement software packages
