Based: Helensburgh, Argyll & Bute

The role: We are looking to appoint an EHS Advisor on a permanent basis, to be based onsite at our OFD (Oil Fuel Depot), to act as the SME to our Depot and Project Managers, ensuring our sites operate safely, sustainably, and in strict alignment with UK regulations. This newly created role will support the sites activities, as well as audit the site and its systems, as we continue to improve and maintain our organisations COMAH compliance.

The successful postholder will provide EHS support covering occupational health, safety, environmental and risk management, through the application of risk management tools, provision of HSSE advice, incident investigation, auditing of contractor activity, and support the implementation of the organisations’ SMS (Safety Management System). The OPA operates within the Major Accident Hazard industry and is engaged in the delivery and oversight of safety critical activities. This role will require the post holder to build strong positive and creditable working relationships with all stakeholders both internal and external. The ability to liaise with people of differing levels ranging from the Competent Authority (HSE/EA/SEPA), OPA Management and Leadership Teams to site operatives is essential. As some occasional travel to other sites may be required, candidates will need a full (preferably clean) driving licence.

Responsibilities:

  • Provide site leads with HSSE advice on technical, occupational HSE and process safety (with support of HSSEQ team).
  • Support, where required CDM implementation and management, ensuring compliance with the regulations.
  • Support the continued implementation and development of the site initiatives and projects.
  • Support the implementation of new projects to enable safety and effectiveness of design and operations through legislative compliance; identification and management of risk factors and the principles of ALARP for COMAH sites.
  • Support the management team in the successful implementation of Safety and Environmental management systems SMS/EMS in accordance with ISO and organisational systems.
  • Provide regular reports on HSSE performance data from sources such as the KMI database to internal and external stakeholders to facilitate learning and continual improvement.
  • Support the existing HSSEQ team by regular communications.
  • Support the continued implementation of the Emergency Preparedness process for the Agency.
  • Assist in the selection of improved safety measures/barriers for engineering changes to the Assets managed by OPA.
  • Promotion of the delivery of key health, safety, environment and quality targets and success factors for OPA core business functions, and propose new, more cost-effective ways of meeting HSSE and Quality requirements.
  • Monitor the timely close-out of corrective actions and produce regular reports.
  • Provide assistance to contractors in improving HSSE and Quality performance.

Qualifications:

Preferably an Engineering graduate holding NEBOSH qualifications, with a minimum of 2 years’ experience in a health and safety role within a COMAH regulated environment, with the ability to work independently and as part of a team. You’ll need to be experienced in most aspects of occupational EHS, knowledge of CDM, and a strong awareness of process safety, with a thorough understanding of the regulatory aspects of MAHs as these relate to tank storage operations and COMAH regulatory requirements.

Required Knowledge & Skills:

  • Understanding and application of the requirements of COMAH.
  • Knowledge in the application of EHS principles within an operational organisation.
  • Knowledge and understanding in the application of CDM within an operational organisation.
  • Knowledge in the application of auditing principles.
  • Awareness of the application of ALARP within the MAH industry.
  • Knowledge in the application of risk assessment, such as general risk assessment, manual-handling risk assessments, HAZOPs, HAZIDs, preferably within the oil and gas industry.
  • Skill in technical report analysis and writing.
  • Must possess a working knowledge of HSE Management Systems.
  • Excellent skills in Microsoft Office, particularly Excel.
