Role Purpose
Lead and control the commercial function across the earthworks contracting business, safeguarding margin, cash flow and contractual position from tender through to final account.
Provide strategic commercial direction to the Board, ensure robust governance of contracts and subcontractors, and build a high-performing commercial team capable of supporting sustained, profitable growth.
Responsibilities
- Own the commercial strategy for the business, ensuring projects are secured and delivered at target margin and are consistent with company risk appetite.
- Lead the estimating and bid function, overseeing tender adjudication, pricing strategy and approval of bids prior to submission.
- Direct and oversee contract administration across all live projects, ensuring compliance with NEC, JCT and bespoke contract forms, including early warnings, compensation events and variations.
- Review and approve monthly Cost Value Reconciliations (CVRs), project forecasts and pipeline reports, presenting commercial performance to the Board.
- Manage commercial risk across the project lifecycle, including main contract and subcontract terms, insurances, bonds and guarantees.
- Oversee procurement and negotiation of major subcontract and supply chain packages, ensuring value for money and appropriate risk transfer.
- Lead negotiation and agreement of final accounts, disputes and claims, escalating to legal advisors where necessary.
- Set and monitor cash flow targets across the project portfolio, including application for payment, valuation and debt recovery processes.
- Develop, mentor and performance-manage the commercial team, including Quantity Surveyors and Commercial Managers, ensuring succession and capability are in place.
- Establish and maintain commercial policies, procedures and reporting standards, ensuring consistency and best practice across all projects.
- Build and maintain relationships with clients, principal contractors, consultants and key supply chain partners at a senior level.
- Work closely with Operations, HSEQ and Plant/Logistics functions to ensure commercial decisions reflect operational and safety realities of earthworks and bulk materials handling.
- Support business development activity, including framework applications, pre-qualification and client presentations.
- Ensure compliance with company policies, industry regulations and relevant legislation, including CDM and health and safety requirements.
- Participate in wider strategic objectives of the company, deputising for the Managing Director on commercial matters as required.
Skills, Qualifications & Attributes Required
- Degree qualified in Quantity Surveying, Civil Engineering or a related discipline (or equivalent experience).
- MCIOB, MRICS or working towards, desirable.
- Substantial senior commercial experience within earthworks, groundworks, civil engineering or bulk materials handling contracting.
- Proven track record managing multi-million-pound project portfolios and leading commercial teams.
- Strong working knowledge of NEC3/NEC4 and JCT contract forms.
- Commercially astute, with strong analytical and negotiation skills.
- Confident communicator, able to influence at Board and client level.
- Strong leadership skills with the ability to develop and motivate a commercial team.
- Resilient and decisive under pressure, with sound judgement on risk.
- Full UK driving licence, with willingness to travel to sites and offices as required.
