Avon Fire and Rescue Service is recruiting a Head of People Services under the ACFO Service Delivery Support to establish and lead a People Services function covering employee relations, wellbeing and fitness, inclusion and workforce development. The work centres on a People, Culture and Leadership Strategy tied to the service's integrated risk management plan and HMICFRS recommendations, plus oversight of recruitment, succession planning and external contracts such as occupational health. The post is politically restricted and sits on the Executive Leadership Board, so it is a senior, strategy-facing role.
What the job involves
- Lead the People Services function and team across employee relations, workforce development, recruitment, occupational health, wellbeing and fitness, inclusion, leadership, talent management and resource planning
- Develop and implement a People, Culture and Leadership Strategy aligned to the CRMP, strategic aims and HMICFRS recommendations
- Oversee administrative processes, tools and reporting across the employee lifecycle, using workforce planning, analytics and people insights
- Oversee a succession plan with recruitment, promotion and development processes for uniformed and professional staff
- Oversee and assist in developing the Diversity & Inclusion strategy with the Inclusion team and key stakeholders
- Act as a core member of the Executive Leadership Board, influencing the organisation's strategic direction
- Review and manage external contracts, including occupational health, wellbeing services and Disclosure and Barring Service checks
- Engage with partner fire and rescue services, stakeholders and the NFCC best practice network to pursue collaboration and continuous improvement
