- Lead the development and assurance of business cases, applying HM Treasury Green Book principles
- Develop a 15-year delivery plan and advance the first projects within 4-5 years
- Lead robust business cases and investment propositions aligned with HM Treasury, DfT, regional and national priorities
- Coordinate specialist inputs across transport, economic, engineering, environmental, commercial and financial disciplines
- Manage stakeholder engagement with DfT, HM Treasury, assurance bodies, senior leaders and regional partners, including workshops, presentations and governance reporting
- Oversee programme monitoring, evaluation and benefits realisation, including developing performance measures
- Manage consultants and provide assurance on outcomes, value for money and programme performance
- Secure progression through assurance processes
- Build relationships with stakeholders to attract further investment
