This role will be pivotal in delivering procurement value for the organisation, through the management of formal procurement processes and the ownership of procurement administration function. The governance and management of procurement processes and subsequently appointed suppliers is a growing demand for the MDU, and this role will be integral in supporting this work as well the wider procurement team in general. Furthermore, the Procurement Manager will be responsible for ensuring now established policies and processes are enacted appropriately as well as addressing any further opportunity to establish new policies, processes and ways of working to integrate strategic procurement into all of the organisation’s activities.

Responsibilities

  • Lead and manage the end-to-end procurement processes of low-to-medium complexity and risk, primarily in Change which could also encompass the IT category but also in all other areas of the MDU’s procurement needs.
  • Independently conduct market research and business needs analysis; lead end-to-end RFx process including preparation of documentation, stakeholder engagement, supplier evaluation, contract evaluation, negotiation, and onboarding to ensure transparent, compliant, and value-driven procurement outcomes.
  • Support colleagues within the procurement team on high complexity and risk end-to-end procurement processes as defined above.
  • Build and maintain trusted relationships with key stakeholders, enhancing the reputation of the Procurement team and collaborating internally to clearly communicate and strengthen the team’s value proposition across the business.
  • Drive commercial value by identifying and delivering savings opportunities through data-led analysis, leading and supporting contract renewals and RFx negotiations, and developing negotiation strategies to achieve optimal commercial outcomes in line with organisational policies, risk appetite, and regulatory requirements.

Qualifications

  • Remain up-to-date with procurement practices and techniques, as well as updated legislation and regulatory compliance obligations. This should be via inhouse training and self-study as appropriate.
  • A relevant higher-level qualification (such as a Level 4+ apprenticeship, degree, or CIPS Level 4+) or equivalent professional experience, with substantial experience in procurement or supply chain roles.
  • Strong and demonstrable practical experience in procurement best practice, including end-to-end RFx/tender management, strategically planned negotiation, specifically within regulated industries.
  • Proven ability to evaluate and manage contracts, terms and conditions, SOWs, SLAs and KPIs, including organisational techniques and the use of contract management systems.
  • Solid IT procurement expertise, including SaaS, IaaS, PaaS, cloud migration, on-prem software (both server and local device hosted), hardware, and telecommunications.
  • Advanced proficiency in Microsoft Office 365, particularly Excel, Word and Outlook, with experience using contract management systems.
