Head of Technical Asset Management

Role Overview:

This role requires the ability to anticipate, adopt, and further develop emerging trends in engineering, building surveying, the built environment, and smart building technology, across a prime central London office portfolio. The successful candidate will challenge conventional building management practices, lead cultural change management, and drive organizational efficiencies with extensive project management experience. Promoting innovative thinking and ideas across the portfolio through technology, design, flexibility, and creative thinking is essential. You will be responsible for the line management of the technical services and building surveying team.

Key Responsibilities:

  • Delivery and Maintenance of Technical Operations: Lead the maintenance and ongoing service-oriented operations for the existing portfolio. Ensure services delivered are fit for purpose and market-leading solutions. Provide relevant management reports on operational management and performance against business plans. Manage CAPEX and service charge budgets related to services maintenance and upgrades. Oversee capital plant maintenance, associated tenders, appointments, and contracts. Develop and maintain a 5-year CAPEX Planned Preventative Maintenance Planner. Manage capital plant replacement contracts and maintain detailed Integrated System Tests. Report on technical issues and resolutions. Produce and maintain asset schedules. Support the Customer Services, Development, and Project Management teams.
  • Building Surveying Works: Lead the Building Surveying team for all building fabric and surveying services. Balance value for money expenditure with customer satisfaction. Manage CAPEX and service charge budgets related to fabric maintenance and upgrades. Oversee CAT A refurbishments and 5-year CAPEX Planned Preventative Maintenance Plans. Review and approve Licence to Alter requests, ensuring customer satisfaction. Manage Planned Preventative Maintenance, defect diagnosis, and reactive repairs. Support the Customer Services team and manage the dilapidations process. Recommend improvements to EPC ratings.
  • Sustainability Targets: Ensure portfolio assets are managed to market-leading standards in line with Net Zero Carbon by 2030 objectives. Develop and deliver a coherent energy reduction and decarbonisation strategy. Engage with customers to help reduce energy use and consumption annually. Assist in identifying NZC strategies, NABERS accreditations, and sustainability reporting. Manage ROI payback, decarbonisation fund applications, and energy modelling. Advise on and implement works to achieve a minimum EPC B rating.
  • Health & Safety: Ensure compliance with all aspects of Health & Safety. Foster a strong H&S culture among all departments. Manage compliance, contractors, online reporting, and Legionella duties.
  • Building Handover Process: Build positive customer relationships and contribute to improving NPS scores. Play a key role in the building’s mobilisation team, delivering the “Day 1” product and managing “Day 2” works. Agree on Soft Landings processes, mobilisation plans, and budgets. Witness stress tests and Integrated System Tests for new assets. Manage handover protocols, warranties, post-occupancy evaluations, and customer pulse surveys.
  • Effective Communication: Ensure a cohesive and consistent approach across internal teams. Assist in drafting business plans and budgets, including operational and financial modelling. Lead the Technical Services and Building Surveying teams to continually refine the product.

Relevant Experience:

Preferably from a commercial office environment, though other sectors may be relevant. Likely have a qualification in Building Services or Building Surveying. Proven track record in managing internal and external teams. Established reputation for building and maintaining strong relationships. Proven experience in managing portfolios of buildings and integrated systems.
