Overview
In this role you lead and shape the delivery of strategic planning decisions to support Havering's growth, regeneration and placemaking. You will back the Strategic Applications Team Leader, oversee complex proposals, and ensure robust, defensible outcomes aligned with the Local Plan. You’ll influence major developments, mentor staff, and collaborate with partners to drive sustainable urban development. Responsibilities
- Manage and determine complex strategic planning applications
- Support day-to-day leadership and management of the Strategic Applications Team
- Deputise for the Team Leader when required
- Supervise and mentor planning officers and support their development
- Prepare and present reports on major and contentious applications to Planning Committee
- Provide high-quality pre-application advice and negotiate planning obligations
- Represent and defend the Council's position at planning appeals
- Build relationships with councillors, developers, consultants, government agencies and local communities
- Contribute to service improvement, performance management and innovation in Development Management
- Ensure planning decisions are robust, defensible and aligned with corporate objectives
Key requirements
- Degree in Planning or related discipline
- Fully RTPI-accredited degree with at least four years' post-qualification experience, or alternative degree with at least five years' post-qualification experience
- Eligibility for Chartered Membership of the RTPI
- Strong knowledge of planning legislation, policy and development management practice
- Experience with major development proposals and regeneration projects
- Experience supervising or mentoring staff in planning or urban design
- Excellent report writing, presentation and negotiation skills
- Ability to manage competing priorities in complex, politically sensitive situations
