Location: UK, Remote

Salary: £34k - £40k, dependent on experience

Contract: Full-time, Permanent

Job Purpose:

The Talent & Placements Officer will work closely with Programmes, the Head of Performance and Talent and the wider HR Team on supporting employee development and work force planning. They will support operational efficiency and provide longer term career management for staff in HALO, in a manner fully integrated with the programmes’ requirements, individual career aspirations and best practice.

When conflict ends, land is often littered with landmines and other dangerous explosives. Families live in fear and poverty. They are unable to plant crops or graze cattle and day-to-day activities like getting to school and fetching water are fraught with risk. HALO recruits and trains men and women to clear landmines in their own communities, take back control of their own livelihoods and rebuild their communities.

HALO is now one of the leading humanitarian mine clearance organisations globally with programmes in 32 countries and territories with over 10,000 staff, most of whom are local employees.

About the role:

As a key member of the HR team this role supports the strategic needs of Programmes and works closely with key stakeholders to deliver strategic initiatives, whilst working closely with the wider HR Team. The post holder will meet the organisational requirements of supporting employee development in programmes and understanding HALO’s workforce planning requirements and staff movements.

Responsibilities:

  • Direct liaison with Programmes Group leadership and Programme management teams to understand the detail of programme staffing requirements and movements required to support programme delivery.
  • Close cooperation with International HR Managers.
  • Consolidation of appraisal data to understand the suitability, potential and career aspirations of staff.
  • Work with the Head of Performance & Talent and Director of HR to forecast all staffing for the next 12 months, anticipating future skills needs and gaps.
  • Liaison with the capability team to align training opportunities with staffing requirements and staff professional development
  • Support line managers in the design of a mid-term (2-5 years) career management plan for staff at a level of 3.1 (Manager) and above
  • Chairing monthly staffing meetings and advising the Programmes Group leadership on preferred candidates for vacancies, rotation of programme staff and overall staffing requirements
  • Support talent identification, priorities, skills development and management
  • Participate and support HR initiatives as required across HALO globally, including policy review.
  • Maintain and manage internal talent pools and succession pipelines
  • Offer employees support in exploring career pathways, enhancing their skills and planning for future growth.

  • Uphold HALO’s core values and standards, promoting its ethos and mission statement.
  • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding

Essential:

  • Efficiency and organisation – ability to maintain detail of 30+ programme\'s requirements and understand the aspirations of international staff
  • Networking - keeping a finger on the pulse of the organisation and engaging with a wide range of stakeholders
  • Collaboration – working closely with the HR Programmes team, external resourcing and other people services to link the placements process into HALO’s wider HR offer
  • A ‘people person’
  • Problem solver – finding solutions and getting ahead of the challenge before it grows
  • Awareness of talent management and succession planning methodologies
  • Excellent communication and stakeholder management skills
  • CIPD qualification or equivalent experience

Desirable:

  • Experience working in the humanitarian or international development sectors
  • Working knowledge of HRIS implementation
