About HALO Trust
The HALO Trust is seeking an expert Armourer to support the development of its Weapons and Ammunition Management (WAM) programmes in Mozambique. HALO aims to reduce human suffering caused by armed violence and other drivers of migration by working with national partners to secure arsenals. Over the next 6 – 9 months, HALO will deliver an ambitious programme of institutional capacity development and advisory support to national security forces in Mozambique to strengthen the effective management of state-owned weapons and ammunition.
The Armourer will lead this process, supporting the design and implementation of a new Small Arms Light Weapons (SALW) training framework to be delivered to national partners. Job Description
Reporting to the HALO Mozambique WAM Project Manager, and working in collaboration with HALO’s WAM Capability Manager, the Armourer will provide technical support to WAM projects in Mozambique, including the delivery and support of SALW activities. This is primarily a training and development role, requiring someone with proven experience in designing and delivering high-level SALW training courses. The Armourer will support the development of technical standards for training and implementation of SALW activities, under the direction of the Project Manager, HALO Capability Team Manager and other Global Technical Specialists.
Key Responsibilities
- Small Arms and Light Weapons Management
- Plan, design, and deliver a SALW training framework for Mozambique.
- Deliver and standardise SALW training courses in line with the context of Mozambique.
- Ensure project outcomes meet national and international technical standards.
- Assist the Project Manager in identifying areas for development, focusing on innovation, operational delivery, and safety.
- Ensure regular coordination and communication with host country authorities and stakeholders, focusing on supporting and developing national technical standards.
- Support the Project Manager and technical staff in their roles.
- Ensure all SALW assessment, disposal, and transport activities are conducted safely and with appropriate risk assessments.
General
- Provide technical support to the programme as directed by management.
- Support the orientation and development of national and international staff in Mozambique offices to enhance national operational capacity and understanding of SALW training progression.
- Be willing to assist the programme management team with training courses, covering for colleagues during absences, or other tasks as directed by the Programme Manager.

Essential Experience and Qualifications
- Trained Armourer with 10 years of experience in a military or police role.
- Civilian qualifications from recognised institutions considered on a case-by-case basis.
- Military Armourer certification (e.g., Armed Forces Grade 1 or equivalent).
- Previous experience in delivery of Armoury Storekeeper, Storage Manager and Armourer courses.
- Full fluency in spoken and written Portuguese.
Desirable Skills/Experience/Qualifications
- Knowledge and experience applying the Modular Small Arms Control Implementation Compendium (MOSAIC) in challenging environments, ideally in Africa.
- Previous experience working with host nation military/police forces.
- Comfortable delivering complex training to large groups in Portuguese.
- Good English proficiency.
