Reports to: North Africa WAM Project Manager

HALO is seeking a Project Coordinator to support Weapons and Ammunition Management (WAM) projects across North Africa, and to coordinate the delivery of a US Department of State (USDoS) funded training and research project with partners across the African continent. The role will manage multiple workstreams, including training workshop facilitation and open-source research coordination, ensuring smooth project delivery. The Project Coordinator will play a pivotal role in implementing all aspects of the USDoS project, with support and oversight from the Regional Project Manager (PjM) and in collaboration with internal HALO stakeholders and external partners.

While leading on coordination of the USDoS project, this role will enable exposure to other WAM workstreams thematically and geographically. Based in Tunisia with required travel to east and west Africa, the position will at times be required to deputise for the PjM and contribute to UNODA-funded activities in Libya and NATO-funded activities in Tunisia, as well as wider regional business development.

Project Delivery and Coordination
  • Lead on the planning, coordination, and implementation of project activities, ensuring alignment with donor requirements and project objectives.
  • Serve as the primary liaison for internal HALO teams across multiple programmes and HQ, and external partners on operational areas.
  • Maintain project trackers and reporting tools to monitor progress and flag risks.
  • Use MEAL tools to analyse qualitative and quantitative data from project outputs, and present findings in well-drafted reports, presentations, and other resources for the donor and for internal and external stakeholders.
  • Maintain key aspects of grant management including donor reporting and contractual compliance, write concept notes and project proposals.
Training and Capacity Building
  • Support facilitation of training workshops with external stakeholders in partnership with the Training Consultant.
  • Develop and build upon existing training materials informed by open-source research analysis.
  • Coordinate training activities in collaboration with programme teams, including scheduling, logistics, and participant engagement.
  • Ensure training materials and workshops meet quality standards and project objectives.
Data and Research Management
  • Coordinate the open-source data workstream in partnership with the Research Officer, ensuring accuracy and timely integration into project outputs.
  • Conduct quality control of data sets and translate the analysis into training materials, research reports, thematic reports, and other publications.
Financial Management
  • Work closely with the International Finance Manager and PjM to monitor budgets, track expenditure, and support financial reporting.
  • Ensure compliance with donor and organisational financial procedures.
Team Coordination and Stakeholder Engagement
  • Facilitate communication and collaboration across programme and HQ colleagues.
  • Support external stakeholder engagement activities, including workshops, meetings and site visits.
  • Identify opportunities for liaison and coordination with relevant external stakeholders.
Requirements
  • Fluent in written and spoken English.
  • Experience in designing, planning, and coordinating project activities in multi-stakeholder environments.
  • Strong ability to communicate effectively in both written and verbal forms with internal teams, external partners and stakeholders.
  • Strong written drafting skills for a variety of resource types.
  • Experience in monitoring and evaluating project progress, outcomes, and reporting using appropriate tools and methodologies.
  • Experience in financial management, monitoring budgets, tracking expenditure, and ensuring compliance with financial procedures.
  • Experience in facilitating training and developing training materials.
  • Experience managing data sets, conducting analysis, and translating findings into written resources.
  • Experience building and maintaining relationships with donors, government institutions, and other partners.
  • Adaptability in working across multiple workstreams and responding to changing project needs.
  • Experience in proactively identifying challenges and implementing effective solutions.
  • Proficient IT skills, including experience with MS Office.
  • Strong cultural awareness, ability to adapt to different workplace cultures.
