About HALO: HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women. Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.
About The Role: The Global MEAL Advisor reports to the Head of MEAL and advises programmes on the design, development and implementation of all MEAL processes. HALO’s MEAL team drives the implementation of MEAL across the organisation, to understand our impact, respond to donor information needs and inform programme and operational planning. The Global MEAL Advisor is a senior technical role, operating above programme level MEAL implementation. The post provides expert advice, quality assurance, and strategic guidance rather than routine data collection or delivery level monitoring. The role is expected to exercise professional judgement, influence organisational practice, and challenge where necessary to uphold MEAL standards, donor compliance, and ethical accountability.

- Lead the development and continuous improvement of HALO’s global MEAL capacity building approach, ensuring training content reflects best practice, organisational priorities and evolving donor requirements.
- Coordinate and implement the training of national staff M&E focal points within the geographic region of focus.
- Strengthen disability and inclusion across programmes, including improving disability data collection methods and data quality, supporting the establishment and use of referral systems, and analysing disability‑related data and trends to inform programme design and decision‑making.
- Support programmes to undertake and apply gender‑responsive analysis, including analysis of sex‑and‑age‑disaggregated and qualitative data, to understand differences in needs, access, participation and outcomes and inform programme design and decision‑making.
- Provide technical advice and quality assurance to ensure gender considerations are appropriately integrated into MEAL frameworks, indicators, data collection tools, evaluations and learning processes.
- Train Programme Officers and Field Officers as part of the PO and FO training courses as requested. Suggest training modules as gaps are identified.
- Develop and update online courses in HALO’s learning management system (Litmos) to assist with onboarding new staff and ongoing refresher training related to MEAL.
- Support external evaluation processes from tender stage to final report review and dissemination of lessons learned.
- MEAL review of proposals and reports as required.
