About the Electoral Commission

The Electoral Commission is the UK’s independent body overseeing elections and regulating political finance. Everything we do is about ensuring trust, participation, and integrity in the democratic process.

As we enter a bold new chapter under our five-year Corporate Plan, we are increasing our workforce and transforming how we plan and deliver core services. This post plays a central role in that journey.

About the role

As our Technical Project Manager, you will lead complex technical and system implementation projects end-to-end across both the Corporate Plan and Electoral Reform portfolios. You will ensure that projects are well governed, well structured, technically sound, and deliver measurable value to the organisation.

This is a hands-on project leadership role requiring strong technical fluency, excellent governance discipline, and the ability to work with systems accountants, systems architects, data engineers, Finance teams, PMO managers, suppliers and senior stakeholders. You’ll bring your professional expertise to shape delivery approaches, assure quality, and embed continuous improvement across our PMO and wider project community.

Day to day, you will:

  • Deliver complex technical/system implementation projects from initiation through to closure, ensuring scope, schedule, budget and benefits are achieved
  • Define and operate governance frameworks, including change control, risk management and quality assurance
  • Produce and maintain project schedules, RAID logs, highlight reports, and other core delivery artefacts
  • Work closely with technical colleagues (architecture, security, data) to ensure robust design, integrations and performance considerations
  • Collaborate with Finance teams to ensure accurate budget identification, tracking and reporting
  • Ensure benefits are identified, monitored and realised through transition to BAU
  • Lead multidisciplinary internal and supplier teams, setting clear expectations and holding contributors accountable
  • Shape and improve delivery methods, tools and templates across the PMO
  • Mentor colleagues and uplift project management capability across the organisation.

About the Team

You will be part of the Commission’s PMO, a highly collaborative, professional team that supports the successful delivery of both the Corporate Plan and Electoral Reform portfolios. The team values knowledge sharing, continuous learning, and high-quality project governance. You will work closely with PMO managers, portfolio leads and SROs, contributing to a culture where good practice is championed, and delivery excellence is core to how we work.

Who we’re looking for

This role would suit a technically fluent project manager who brings confidence, structure and leadership to complex delivery environments. You will have end-to-end experience delivering technical or system implementation projects and will be comfortable engaging with both technical and non-technical colleagues.

You’ll thrive in this role if you:

  • Can confidently lead technical delivery, managing risk, governance, scope and dependencies with clarity
  • Communicate complex technical concepts in a clear and accessible way.
  • Influence and engage senior stakeholders, providing constructive challenge where needed
  • Manage budgets and contracts, ensuring value for money
  • Bring sound judgement, a collaborative mindset, and the ability to work under pressure
  • Have a recognised project management qualification (e.g., APM PMQ/PPQ, PRINCE2)
  • Have the ability to shape improved delivery methods and support capability building across the organisation.

Why work for us?

This role offers substantial exposure to high-profile digital, technical and system modernisation work that directly supports the integrity of the UK’s democratic process. You’ll gain experience influencing strategic delivery, engaging senior leaders, and contributing to the evolution of the Commission’s project management maturity.

We offer a strong total reward package, including flexible working and hybrid model (40% office minimum) and 28 rising to 30 days annual leave.
