About this opportunity
We are seeking a Programme Control Officer to join our Public Transport Team within the Sustainable Transport Team. This role plays a key part in supporting the financial oversight, programme monitoring, and operational delivery of public transport services.
You will provide programme control, financial management, and administrative support to ensure budgets, income, and work programmes are effectively managed, monitored, and reported. The role supports informed decisionâmaking and helps ensure public transport services are delivered efficiently, compliantly, and in line with agreed objectives.
Key Responsibilities
- Manage, control, and report on programme delivery information, including budgets, expenditure, income, forecasts, milestones, approvals, and risks
- Monitor and analyse financial and programme data, identifying trends, risks, and opportunities for improvement
- Support the delivery of projects within the Public Transport work programme, including business case development, funding applications, grant coordination, and financial compliance
- Work with internal and external stakeholders to agree project scopes, outputs, and delivery arrangements
- Project manage small to mediumâscale projects
- Support programme and project management for larger and more complex projects under the direction of a project or programme lead
- Coordinate project and programme delivery across all stages of the lifecycle
- Identify issues and risks, proposing solutions or escalating as appropriate
- Assist with procurement activity and project financial controls, including purchase orders and invoicing
- Support financial audits and compliance reviews
Who we are looking for...
- A NVQ Level 4, degree, or equivalent qualification, or relevant demonstrable experience
- Knowledge of finance processes and financial controls
- Awareness of project management tools such as Microsoft Project or equivalent
- Awareness of procurement processes and regulations
- Experience of project or programme management techniques and methodologies
- Experience of working with IT systems and software, including Microsoft Excel
- Experience of working with external consultants or partners
- Strong organisational skills with the ability to prioritise effectively
- A positive, collaborative approach to team working
- A solutionâfocused mindset with the ability to resolve challenges using initiative
