Are you an experienced legal professional looking for a senior role where you can make a real impact? Cumberland Council is looking to appoint a Senior Lawyer to join our Legal Services team and play a key role in supporting the Chief Legal Officer and Monitoring Officer in delivering high-quality, commercially focused legal services. You will take the lead on the commercial property legal aspects of a diverse and strategically important programme of current capital regeneration schemes and future key development projects for the Council. This will include providing high‑level legal advice and support across a broad range of complex property and regeneration matters, such as:
- Land assembly, including negotiation, acquisition, and risk management
- Land promotion and collaboration agreements
- Regeneration structures and delivery models
- Development agreements, joint ventures, and partnership arrangements
- Option agreements and pre‑emption rights
- Compulsory Purchase Orders (CPOs), including strategy, procedural compliance, evidence preparation, and negotiation
- Overage and clawback arrangements and related commercial mechanisms
You will work closely with the Council’s Property Services teams, providing specialist input into the Council’s commercial property estate matters. You will also collaborate extensively with the Economic Development teams, senior officers, programme and project managers, and external partners to ensure legal risk is managed effectively and opportunities for the Council are maximised. The role sits within the Legal Services ‘Place’ team. The Place team is responsible for the delivery of legal services in the areas of Property, Planning, Highways, Transport, Prosecutions and Enforcement.
As a Senior Lawyer, you will:
- Lead and manage a team within Legal Services, ensuring effective and efficient delivery of legal support.
- Handle a caseload of complex, high-risk, and corporately significant matters, providing expert representation in courts, tribunals, and other bodies.
- Provide strategic legal advice to support policy development, corporate governance, projects, and decision-making processes.
- Assist in commissioning and managing external legal advisers to ensure cost‑effective solutions.
- Contribute to the management and development of Legal Services, maintaining compliance with Solicitors Regulation Authority standards and deputising for the Monitoring Officer when required.

- Is a qualified solicitor or barrister with substantial post‑qualification experience.
- Has proven expertise in handling complex legal matters and providing strategic advice.
- Demonstrates strong leadership and team management skills.
- Possesses excellent communication and negotiation abilities.
- Has significant and demonstrable experience in commercial property law.
- Understands corporate governance and public sector legal frameworks.
