We are looking for a new Principal Information Analyst to join our BI team to support with our Commissioning and Contracting data provision. This is a new post due to provide expert professional advice and analysis in relation to national, local, contractual and regulatory requirements relating to Commissioning and Contracting.
The ideal candidate will be key in the delivery of analytics relating to Commissioning, Contracting and financial data flows. They will ideally be an information expert on how this data flows through the Trust and provide detailed analysis and guidance on all information matters relating to Trust wide commissioning information.
The Principal Information Analyst will work closely with the wider business intelligence team and the Commissioning and Contracting Manager, finance colleagues and the Head of Business Intelligence and wider NHS information community. They will have responsibility for the production and submission of all national and routine reporting relating to commissioning flows ensuring this is accurate, timely and fit for purpose.
Main duties of the job
- Leading the development of the Business Intelligence framework for all Trust wide Information requirements relating to commissioning data flows, working closely with the Business Intelligence Manager.
- Taking a lead role in supporting the Trust in understanding commissioning data flows.
- To define reporting requirements within the data warehouse to support the commissioner challenges processes so they can be automated where possible.
- Produce timely and accurate briefing reports and other reports, on own initiative and on request as required. This involves analysing complex data and information from a range of sources. This includes financial flows data for the Finance team and all commissioner reporting.
- Contribute towards the design of performance improvement and business development strategies which are challenging and innovative and which address performance shortfalls.
- Be fully conversant with national and local policies, for example, Operating Framework and Specialist Commissioning rules and provide expert advice to your area of responsibility.
- Contribute to the future development work within the Business Intelligence teams
- Analysis of complex statistical information and use of SPC and similar charts.
The team are mainly office based and their is an expectation of working on site for a minimum of three days a week.

Qualifications
- Degree in numerate / informatics or business management related subject or equivalent significant experience
- Experience and understanding of NHS contracting and financial processes including reconciliation and negotiation
- Evidence of relevant continued professional development in specialist informatics area
- Professional registration with a relevant Fed-IP recognised professional body is desirable (BCS, SOCITM, IHRIM, CILIP, AphA)
- Informatics related courses and qualifications
Knowledge and expertise
- Experience and detailed understanding of NHS Information, Reporting and Performance Management requirements and processes
- Experience and understanding of NHS contracting and financial processes including reconciliation and negotiation
- Providing expert analysis and developing reports
- Detailed understanding of confidentiality, Data Protection and Caldicott Principals.
- Extensive knowledge of NHS Commissioning data flows, requirements, procedures and legal/regulatory requirements across complex areas including outpatients, diagnostics, pharmacy and inpatients
- Detailed understanding of financial information flows such as payments by results.
- Understanding of change and project management processes
Experience
- Substantial experience of working in the NHS or other healthcare provider
- Experience of analysing performance data and commissioning data such as PLCM, CDS
- Experience of interpreting statutory requirements and translating into local policy and procedures
- Experience of leading and motivating staff, ensuring the planning and delivery of a range of work programmes within agreed timescales
- Experience of staff management including sickness absence management, appraisal/personal development reviews and recruitment and retention
- Experience of developing strategies, business cases, policies and task specific standard operating procedures relating to Information.
- Experience of developing and delivering training tools and programmes.
