We want a motivated HR professional to join the Clatterbridge Cancer Centre NHS Foundation Trust as an HR Business Partner for a fixed term to cover secondary or maternity leave. The postholder will play a key role in supporting the delivery of a comprehensive People Services function across the Trust, acting as a strategic partner to allocated Divisions and Directorates. You will provide expert advice on workforce strategy, employment law and organisational development, ensuring effective implementation of national guidance, best practice and Trust priorities. This is a pivotal leadership role, working closely with senior managers to deliver workforce solutions that support high-quality patient care, organisational performance and continuous improvement.
Main duties of the job:
- Act as the professional HR lead for allocated Divisions/Directorates, providing expert advice and guidance on complex workforce issues.
- Support the development and delivery of the Trust’s Workforce and OD Strategy, ensuring alignment with organisational priorities.
- Lead on organisational change and service redesign, ensuring compliance with employment law and Trust policy.
- Work in partnership with senior leaders, clinicians and staff-side representatives to deliver effective people solutions.
- Provide leadership and support to HR Business Support teams, ensuring high-quality service delivery.
- Lead on the development and implementation of HR policies, ensuring consistency and adherence to best practice.
- Drive improvements in key workforce metrics, including sickness absence, turnover and agency usage.
- Lead and support complex employee relations cases, including disciplinary, grievance, capability and change processes.
- Contribute to organisational development initiatives, including talent management, succession planning and leadership development.

Experience:
- Able to manage complex projects involving multiple stakeholders in collaboration and demonstrating strong project management skills.
- Communicating successfully with staff at all levels and dealing with complex and sensitive issues with tact and diplomacy.
- Developing, embedding and reviewing policies and procedures.
- Demonstrable experience of managing staff.
- Demonstrable experience of partnership working and experience of HR management and change implementation in a unionised environment.
- Experience of managing service level agreements and external contracts.
- Experience of role redesign and job enrichment.
- Ability to work to tight deadlines.
- Experience in governance arrangements and escalation processes.
- Acute awareness of confidentiality and discretion, along with tact and sensitivity.
- Experience of applying OD tools and techniques to facilitate service change.
Qualifications:
- Masters level qualification in HR Management, Training or Organisational Development or equivalent experience.
- CIPD membership.
- Post graduate qualification in change management or equivalent experience of managing change within a unionised environment.
- An accredited practitioner in recognised, relevant psychometric instruments.
Knowledge:
- Experience of working with managers on HR/workforce related issues.
- Working with Trade Unions at a local and regional level including involvement in negotiations.
- NHS terms and conditions of service.
- Monitoring, analysing and reporting on metrics and measures.
- Up to date, in-depth knowledge of employment law, local and national policies and procedures.
- Specialist knowledge and understanding of current HR issues including the HR agenda in the NHS and how this supports service provision, performance and improvement.
- Ability to identify complex issues and source innovative solutions.
- Ability to negotiate and influence at all levels to deliver anticipated outcomes and affect positive change.
- Excellent working knowledge of the Microsoft Office programmes.
- Planning, design, delivery and evaluation of management training programmes.
- Knowledge of business planning, project management and risk management, and how those processes are applied to organisational change.
- Working knowledge of the Electronic Staff Record (ESR) system able to produce, analyse and deliver complex reports in line with workforce requirements.
- Working with and influencing stakeholders in a large, multi-disciplinary organisation to improve performance through training and development.
- Developing and implementing metrics.
- Leadership of large-scale organisational change programmes.
