Reporting to the Executive Director of Facilities Management & Auxiliary Operations, the Associate Director of Planning & Construction will be responsible for the management of all planning activities associated with capital outlay projects and minor capital outlay improvement projects for Scripps College.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Participate in the pre-project planning sessions to familiarise with the project requirements.
  • Develop and maintain strong working relationships with architects, engineers, building officials, general contractors, and suppliers.
  • Maintain relationships with Claremont City Planning, Engineering and Building and Safety departments, SCAQMD and other regulatory, local and state agencies.
  • Participate in the Facilities Planning committee and other committees as assigned.
  • Demonstrate effective communication, relationship building, representing the department in various forums.
  • Develop and implement policies, procedures and standards to ensure compliance with regulations and best practices including project audits, safety and quality.
  • Oversee planning and construction budgets ensuring financially sustainable projects and execution.
  • Demonstrate strategic decision making to optimise resources.
  • Direct development of Capital Expenditures and identify priorities according to the capital renewal program.
  • Direct development of short- and long-term planning according to the capital renewal program.
  • Develop standards for College signage.
  • Maintain office inventory, housing inventory and academic space inventory and work with associated departments through FPC and other means to develop forecasts of needs.
  • This position will be projects-based and will coordinate and oversee the development of architectural programs, design development and contract documentation.
  • Evaluate, develop and monitor project design budgets to assure the project goals are met and are consistent with initial project definition and campus plans, goals and aesthetics.
  • Assist with the preparation of Request for Qualifications (RFQ) and Request for Proposals (RFP) for consultants and design professionals.
  • Identify and provide Planning and Design project reviews and approvals at key points from conception through commissioning.
  • Ensure cohesive aesthetic and design is implemented throughout the campus physical environment.
  • Assist with project pre-start activities such as office move coordination.
  • Develop a traffic and transportation analysis for the College.
  • Maintain architectural records, storage, and archives.
  • Participate in the development of the scope of work and financial planning for improvements.
  • Coordinate with budget office and procurement specialist with review of RFP and RFI documentation to ensure work is aligned with policies and procedures.
  • Oversee the effective management of all of the Planning and Design activities.
  • Work collaboratively to operate the unit as a team.
  • Coordinate with ED, Director of Facilities, Facilities Office Manager on daily oversight, management, and scheduling of Project Managers to ensure the successful completion and compliance of all minor and major cap projects.
  • Identify and determine cause of problems; develop and present recommendations for improvement of established processes and practices; initiate and implement plans to solve problems.
  • Work with other departments/divisions/colleges to coordinate workflow and activities to ensure a seamless operation and minimise project-related impacts.
  • Maximise productivity through use of appropriate tools; develop resources that create timely and efficient workflow; develop and recommend budget.
  • Prepare progress reports, inform ED of project status and deviation from goals; prepare activity reports for management guidance.
  • Ensure completeness, accuracy and timeliness of all operation functions.
  • Develop, communicate, and maintain guidelines and procedures to support the functions of the department/division/college.
  • Active support for the College’s Principles of Community and Principles of Diversity in the performance of job duties.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES:

  • Demonstrated knowledge of building materials, costing procedures and the sequential methods of modern construction and maintenance practices, as well as capital construction project delivery methods.
  • Knowledge of Colleges capital outlay and deferred maintenance programs.
  • Knowledge of Space Inventory Program.
  • Knowledge of construction budget preparation and job cost accounting.
  • Knowledge of Uniform Building Code (UPC), California Architectural Barriers Laws (CALABL), California Occupational Safety and Health Act (CALOSHA), Education Code, American with Disabilities Act (ADA) and other related statutes.
  • Overall and technical knowledge of institutional planning, design and construction methodologies and processes of capital projects.
  • Ability to exercise independent judgment based on a working knowledge of architectural and construction industry.
  • Ability to use generally accepted architectural, planning, and construction principles and practices as related to College.
  • Demonstrated organisational and time management skills with the ability to maintain accuracy while setting own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
  • Demonstrated ability to use tact, diplomacy and professionalism to effectively handle a broad range of high-level and sensitive interpersonal situations to respond appropriately to conflicts and problems.

QUALIFICATION STANDARDS:

EDUCATION & EXPERIENCE:

Bachelor’s degree in a related field or any combination of education, training, or experience that provides the required knowledge, skills, and ability to perform the job.

LICENSES / CERTIFICATES:

Must have a valid U.S. driver’s license and maintain a driving record acceptable to the Colleges’ insurance carrier.

HOURS & CLASSIFICATION AND STATUS:

This is a regular status, full-time, benefits-eligible, exempt position. The regular hours for this position are Monday-Friday 8:00 am-5:00 pm. Hours will vary due to the needs of the College or department. Salary rate range: $100,000-$113,000. The salary rate of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training.
