The Safeguarding Officer will support and coordinate the delivery of safeguarding arrangements across the College. This role will work closely with managers, curriculum and support staff, external agencies, and students to maintain a culture of vigilance and responsibility, ensuring the safest possible environment at City of Liverpool College.

Summary: The Safeguarding Officer will support and coordinate safeguarding arrangements across the College, work with the Safeguarding Leads, and be responsible for safeguarding case work, awareness-raising, training, and multi-agency meeting participation. The post holder will support and advise staff on safety and wellbeing issues affecting students.

Responsible to: Safeguarding, Mental Health and Wellbeing Manager

Key Responsibilities:

  • Contribute to the Mission and values statement of the College and ensure their effective implementation in all aspects of College life.
  • Support College and Student Support area strategic objectives and participate in annual and regular department reviews and audits.
  • Contribute to the self-assessment process and Quality Improvement Plan to promote continual improvements in safeguarding provision.
  • Support Safeguarding Operational Team and Student Support Team meetings and team objectives.
  • Plan, co-ordinate, recruit for, and deliver safeguarding activities:
  • Lead on support cases for students experiencing safeguarding issues across the college.
  • Coordinate college-wide safeguarding awareness events and major student safety initiatives.
  • Coordinate key safeguarding training events for staff and students across the academic year.
  • Provide guidance to:
    • Safeguarding Strategic and Operational Leads
    • Safeguarding Team and Duty Managers
    • Staff or partner agencies involved in safeguarding cases
    • Students, including looked after children, care leavers, young carers, and those vulnerable to exploitation
  • Encourage and promote:
    • Compliance with safeguarding procedures and intervention among staff
    • Development of student safety skills and engagement with their programme
    • A healthy and safe college environment
    • Engagement with College policies and procedures
    • Effective teamwork within the Safeguarding Team
    • Communication skills and overcoming barriers
    • Students' rights and responsibilities; advocate for the student voice
  • Share safeguarding resources and documentation with colleagues.
  • Ensure access to other student support services.
  • Review professional development needs and participate in future training.
  • Maintain records, including CPD, within deadlines.
  • Skills, Knowledge and Expertise:

    Essential Criteria:

    • Educated to Level 3 or above
    • In-depth safeguarding training within the last 2 years (e.g., approved Designated Officer training)
    • Recent experience of safeguarding case work with young people and adults
    • Experience with vulnerable groups such as looked after children, care leavers and young carers
    • Excellent computer literacy and ability to use College IT programs
    • Experience of assessing young people's and adults' needs
    • Knowledge of community challenges faced by young people affecting education and safety
    • Experience developing safeguarding support plans and strategies
    • Strong knowledge of safeguarding requirements and legislation
    • Evidence of Continued Professional Development
    • Minimum of Level 2 literacy and numeracy
    • High level of communication and interpersonal skills with students
    • Ability to set high standards and to meet deadlines
    • Ability to analyse complex situations and identify gaps and opportunities
    • Ability to meet targets and adapt to changing needs

    Desirable Criteria:

    • An ICT qualification
    • Membership of a relevant professional body
