We are seeking a forward-thinking Business Manager to play a key role with the Edinburgh Health and Social Care Partnership. This is a great role for a highly motivated professional to contribute to the delivery of health and social care services in Edinburgh.
This is an integrated role, therefore the successful candidate can take either City of Edinburgh Council or NHS Lothian employment terms and conditions.
Responsibilities- Support the Governance and Business Manager (G&BM) to ensure the Edinburgh Health and Social Care Partnership meets governance and statutory requirements across the Partnership and manage operational governance arrangements for the Strategic Planning function.
- Lead and develop the Partnership’s administrative support function aligned to the Strategic Planning team.
- Lead the development of the Strategic Planning administrative support function, managing competing views and building consensus to achieve agreed outcomes.
- Line management responsibility for administrative staff in the service area in line with HR policies and procedures of NHS Lothian and the Council.
- Contribute to a robust framework for corporate governance across the Partnership, managing complexity across two standing orders (Council and NHS Lothian), ensuring adherence to standing orders, terms of reference, and best practice.
- Develop Partnership governance, risk management, resilience, and assurance, and implement reporting mechanisms; support development, modernisation and integration of key governance systems; explore opportunities to embed new technology while balancing risk.
- Work with the G&BM and other Partnership Business Managers on lead roles and defined projects for the G&BM and Strategic Planning.
- Develop, monitor and review protocols and SOPs to ensure consistent approaches and compliance with EHSCP, City of Edinburgh Council, NHS Lothian, national guidance, policies and procedures.
- Lead and contribute to the Partnership approach to risk management; support teams to ensure risks are recorded, monitored, mitigated, and risk registers are in place.
- Lead improvements to business continuity planning, including training, exercising, scenario testing, policy reviews and ensuring appropriate arrangements are in place and reviewed.
- Support Strategic Planning managers to ensure risk assessments, incident management and assurance reporting for health and safety.
- Develop and implement information governance arrangements in the Partnership, NHS Lothian and the Council; ensure compliance with relevant legislation and progress learning/actions from breaches.
- Coordinate assurance processes across the Partnership, including whistleblowing, external audits, external scrutiny bodies (e.g., Mental Welfare Commission, Care Inspectorate), and internal audits.
- Operate with initiative, prioritise workload, and represent/deputise for the G&BM at meetings as appropriate.
- Make decisions in difficult/complex situations across the Partnership (e.g., systems failures, business continuity in emergencies) and ensure proper escalation and recording.
- Communicate and manage expectations from a range of stakeholders in a complex environment; prioritise multiple work requests.
- Influence and contribute to significant change programmes within the G&BM and wider Strategic Planning function.
- Prioritise and balance competing demands while meeting agreed timescales in dynamic situations; manage input and change while balancing demands from external partners to achieve objectives.
- Manage multiple work-streams within a complex political environment, including integration of Health and Social Care, ensuring outputs from public and political engagement positively impact outcomes.
- Manage and support staff to ensure efficient service delivery and maintain staff morale, especially during periods of change.
- Regular need to maintain concentration for long periods; analysis of complex data, preparation of reports and business cases, participation in meetings.
- Managing diverse workload priorities and tight timescales with possible interruptions.
- Concentration required when interpreting performance data.
- High resilience needed in relation to complex policies and decisions, often during organisational change in a turbulent, politically driven environment.
- Managing conflicting priorities between senior managers and allocating resources in response.
- Staffing responsibilities: Line management of the admin support for the service area of up to 6 FTE employed by both NHS and Council.
- Financial responsibilities: Authorised budget signatory for £5,000 including supplementary staff, purchase orders, expenses, minor works.
