Job Overview
Housing Officer (Link Worker) – The Access Place, City of Edinburgh Council.
Salary: £34,452 – £40,501; 36 hours per week; full time, permanent.
Key Responsibilities
- Conduct homelessness assessments in various settings.
- Meet with rough sleepers, primarily outdoors but principally indoors.
- Collate and maintain case records electronically.
- Develop personal initial support plans and accommodation and service referrals.
- Work closely with Rapid Access Accommodation providers, Bethany Christian Trust’s Welcome Centre, Streetwork/Cyrenians outreach services and other multidisciplinary partners.
- Identify routes/solutions for individuals to move out of rough sleeping.
Qualifications and Experience
- Experience working with homeless or vulnerable populations.
- Knowledge of Scottish homelessness policy, including the 2019 Scottish Code of Guidance on Homelessness.
- Strong interpersonal, verbal and written communication skills.
- Ability to prioritise workload and work independently and collaboratively with multi-disciplinary teams.
- Background in managing complex cases involving trauma, substance misuse, mental and physical health issues.
- Understanding of trauma-informed practice and psychologically informed environment.

Job is regulated work with children and/or protected adults under the Protection of Vulnerable Groups (Scotland) Act 2007; successful candidate must join the PVG Scheme or have their existing PVG Scheme updated. Overseas criminal record check required if the candidate has lived outside the UK for a continuous period of at least 3 months within the last 5 years.
