Help shape digital public services for Scotland’s capital

Edinburgh is a city of ambition, creativity and opportunity. We are transforming how people experience Council services, making them simpler, smarter and more responsive.

We are looking for an inspiring leader to join us as Senior Manager Digital Transformation. In this pivotal role, you will lead major digital change, shape our future technology operating model and help create better outcomes for residents, businesses, visitors and colleagues.

This is more than a technology role. It is a chance to make a lasting difference to how a modern, growing city works for its communities.

The Opportunity

You will set the strategic direction for digital transformation across the Council, working with senior leaders, elected members and partners to turn ambition into practical, high-impact change.

What you will lead

  • A future-focused Technology Operating Model for the Council.
  • High-profile transformation programmes that improve services for citizens and colleagues.
  • A skilled team delivering complex change with pace, care and confidence.
  • Strong relationships with Chief Officers, elected members, partners and suppliers.
  • Modern, data-led and innovative approaches to public service delivery.

What you will bring

We are looking for a warm, confident and forward-thinking leader who can bring people with them and deliver complex change.

  • Experience leading digital, technology or service transformation in a large, complex organisation.
  • The ability to influence, collaborate and build trust across organisational boundaries.
  • Strong programme leadership, commercial awareness and a focus on outcomes.
  • A commitment to developing teams, building capability and creating a positive culture.

Above all, you will care about using digital innovation to make life better for people and communities.

Why join us?

You will have the opportunity to shape digital services across a capital city, lead work with real social impact and help build a more connected, inclusive and innovative Edinburgh.

At the City of Edinburgh Council, you will be part of an ambitious, supportive team committed to public service and positive change.

Ready to make a difference?

If you have the vision, energy and experience to help shape Edinburgh’s digital future, we would love to hear from you.

Join us and help make Edinburgh’s services simpler, smarter and better for everyone.

We are committed to a diverse and inclusive workforce where everyone feels valued and able to be their best. We particularly encourage applications from women for senior roles, as well as people from minority ethnic backgrounds, people with disabilities or neurodivergent people, care experienced people, carers and LGBT+ people across all levels of the organisation, all of whom are currently underrepresented. All applicants will be considered fairly based on skills and experience. Disabled and care-experienced applicants who meet the minimum job criteria will be guaranteed an interview.
