We're looking for an HR Consultant to join the Employee Relations and Policy Team. You’ll play a key role in developing employment policies and supporting positive employee and trade union relations. Through research, analysis, collaboration and stakeholder engagement, you’ll help shape HR policies, drive continuous improvement and contribute to the delivery of our People Strategy.

As an HR Consultant (Employee Relations & Policy), you’ll have the opportunity to make a real impact on our employment policies and practices, and contribute to our positive partnership working with our Trade Unions. Working as part of the team, you’ll undertake a varied range of projects across employee and trade union relations and policy development. You’ll use research, benchmarking and analysis to help create best-practice policies, guidance and processes that support our organisational culture and strategic priorities.

You’ll build strong relationships with colleagues, trade union representatives and stakeholders across the Council, supporting trade union meetings and preparing agendas, briefings, reports and papers. You’ll also work closely with other HR teams and colleagues across the organisation to ensure that policies are effectively implemented and supported through initiatives such as learning, training and communications.

This is a role for someone who enjoys understanding complex issues, finding practical solutions and turning complexity into clear, accessible advice and recommendations and therefore excellent communication skills are a must. You’ll manage your own workload and deliver projects to a high standard and within agreed timescales, ensuring that your work is aligned with relevant legislation, organisational policies, values and our wider People Strategy.

We are committed to a diverse and inclusive workforce where everyone feels valued and able to be their best. We particularly encourage applications from women for senior roles, as well as people from minority ethnic backgrounds, people with disabilities or neurodivergent people, care experienced people, carers and LGBT+ people across all levels of the organisation, all of whom are currently underrepresented. All applicants will be considered fairly based on skills and experience. Disabled and care-experienced applicants who meet the minimum job criteria will be guaranteed an interview.

As part of our goal to improve organisational culture and create a great place to work together for the people of Edinburgh, we want to make sure we're recruiting the best people. We’re interested not only in your skills and experience but also in your approach to work. Therefore, part of our interview process will be an assessment of how you would bring Our Behaviours of Respect, Integrity and Flexibility into your ways of working.

You can find out more on Our Behaviours web page.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range. Happy to talk flexible working.
