We're recruiting a Deputy Environment & Enforcement Manager to support the day-to-day leadership and operational delivery of the Council's Environment and Enforcement services. This is a hands-on role, combining team leadership, site management, enforcement oversight, and health & safety compliance across the Council's estate.

You will deputise for the Estate Manager when required and play a key role in keeping public spaces safe, clean, accessible, and well maintained.

Shift Pattern

Full-time, Monday to Friday. Some flexibility required for emergencies, events, and out-of-hours cover. Field-based role (approx. 70-80%) with office working across Council sites.

Responsibilities
  • Supervise and coordinate the daily work of Environment Service Operatives and Enforcement Officers.
  • Lead daily team briefings, allocate tasks, and set priorities.
  • Oversee maintenance and inspection of parks, open spaces, play areas, car parks, toilets, signage, and civic sites.
  • Monitor work quality, site standards, and team performance.
  • Respond to incidents, vandalism, weather-related issues, and safety concerns.
  • Carry out site inspections, identify hazards, and ensure follow-up actions.
  • Support enforcement activity and compliance with public space byelaws.
  • Ensure health & safety procedures, PPE use, and risk assessments are followed.
  • Liaise with contractors, suppliers, Council teams, and external partners.
  • Deputise for the Estate Manager during periods of absence.
  • Support events, seasonal works, and community initiatives.
Person SpecificationExperience & Skills
  • Strong experience in environmental services, grounds maintenance, or public space management.
  • Proven team leadership and operational supervision experience.
  • Solid understanding of health & safety legislation and compliance.
  • Confidence dealing with the public, contractors, and enforcement matters.
  • Practical, hands-on approach with strong problem-solving skills.
  • Full UK driving licence.
Essential Qualifications
  • NVQ Level 4 (or equivalent) in a relevant field.
  • Grounds maintenance or horticultural qualification.
  • Basic health & safety training (or willingness to undertake).
Desirable Qualifications
  • IOSH Working Safely.
  • First Aid at Work.
  • Enforcement or local authority experience.
  • Knowledge of public space byelaws.
