We are looking for an AAT qualified (or equivalent) individual to join as a Technical Finance & VAT Officer and provide support across the Finance, Procurement and Risk function and the wider organisation. As a team, we are developing and improving our service, making this a great opportunity for staff to be part of this ongoing transformation.

Key Responsibilities:

  • Manage the closure and reconciliation for your area of responsibility to facilitate the production of the Council's published financial statements that the Council has a statutory duty to produce.
  • Ensure compliance with relevant accounting standards, agreed Council policies, and legislative requirements to meet statutory deadlines and obtain an unqualified audit opinion.
  • Support the Technical Finance Manager in relation to contact with the External Auditors for the annual audit of the council's statement of accounts.
  • Monitor and interpret changes in accounting practice and support the Technical Finance Manager in implementing these in respect of the Council's accounts.
  • Produce regular revenue forecasts for your area of responsibility for inclusion and submission to CMT and Cabinet.
  • Provide specialised VAT advice to officers across the Council, liaising with the Council's external VAT advisers on complex VAT related issues.
  • Keep the Council's VAT manual up to date and lead on implementing any changes to VAT rates.
  • Ensure that VAT returns are completed in a timely manner.
  • Complete corporate returns required by Central Government and other organisations to facilitate the comparison of information within local government.
  • Support the Finance Manager on Business Rates including developments/changes and their impact over the medium term financial planning cycle.
  • Promote and encourage the development of financial knowledge throughout the organisation with regards to VAT.
  • Develop this role by utilising the Capital and Treasury accountant to enhance understanding of Capital and Treasury accounting.
  • Review working practices with a view to continually improve our service.
  • Take personal responsibility for health and safety at work and ensure adherence to relevant policies and procedures.
  • Be the responsible officer and key contact for some external funding opportunities.
  • Undertake such duties appropriate to the grade and character of work as may be reasonably required by the Council, Chief Executive, Director of Finance and Corporate Services or Financial Services Manager.
  • Comply fully at all times with the Council's policies and ensure that guidance and instruction are adhered to.
