This is a fantastic opportunity to join our Strategic Water Resources Directorate (SWR) as a Framework Manager. Our vision is to secure sustainable, resilient and efficient long-term water resources for our region, safeguarding customers, communities and the environment for future generations. You will play a key role in turning this vision into reality, supporting the delivery of our Water Resource Management Plan (WRMP) and Strategic Resource Options (SROs) through strong governance, collaboration with partners, and well-managed investment in critical infrastructure.

Provide framework-level commercial governance, contractual assurance and performance oversight across multi-partner framework agreements, ensuring partners remain compliant, value-focused and continuously improving throughout the framework lifecycle. The role acts as the central point of coordination for framework obligations, KPI performance, partner engagement and audit readiness, enabling confident decision-making and strong partner relationships.

What you’ll be doing as a Framework Manager

  • Commercial Governance & Contractual Assurance: Assure compliance with framework agreements, schedules and obligations across all partners. Coordinate the annual Framework Agreement price adjustment process, managing submissions, approvals and audit records while leaving commercial decisions with Commercial Managers. Support IR35 assurance processes by coordinating submission and review of partner IR35 data with the Tax function. Manage Partner Management Plans (Exit, Business Continuity & Disaster Recovery, Continuous Improvement and Conflict of Interests Management plans), ensuring documents are current, compliant and formally accepted at six-monthly intervals.
  • Performance & KPI Assurance: Coordinate monthly review and assurance of Partner KPI Submission Reports, facilitating agreement with internal stakeholders and partners. Oversee quarterly performance review cycles, ensuring outputs are captured, agreed and recorded. Manage delivery of Relationship Management KPIs through six-monthly 360-degree surveys and associated action plans. Provide clear performance insight to senior stakeholders, enabling evidence-based challenge and decision making.
  • Partner Governance & Engagement: Facilitate structured engagement with framework partners through regular catch-ups, quarterly reviews and Supplier Forums. Lead development and implementation of initiatives that strengthen collaboration and recognise supplier excellence, supporting a positive and high-performance partner culture.
  • Conflict of Interest & Regulatory Assurance: Maintain oversight of Conflict of Interest (COI) requirements at individual and organisational levels, ensuring declarations, mitigation plans and COI management plans are in place and effective. Support IR35 assurance processes by coordinating the submission and review of partner data with Tax and Supply Chain colleagues. Ensure regulatory and legal compliance activities are embedded into routine framework governance.

What you should bring to the role

  • Strong background in procurement, supplier management or commercial assurance within complex, multi-supplier environments.
  • Demonstrable experience of framework agreements, contract governance and KPI management.
  • Ability to coordinate multiple stakeholders and approval routes while maintaining audit-quality documentation.
  • Confident communicator able to challenge constructively and influence senior internal and external stakeholders.
  • High attention to detail with the ability to see the wider commercial and strategic picture.

Additional skills and experiences would be great to have/bring:

  • Experience working in regulated or highly governed environments.
  • Knowledge of CPIH-linked price adjustment mechanisms, IR35 and conflict of interest management.
  • Experience of supplier performance frameworks and continuous improvement methodologies.
