We’re looking for an experienced and driven ICT Technical Programme Management Lead to take ownership of delivering a complex portfolio of technology programmes and projects. In this senior leadership role, you will lead multidisciplinary ICT programme and project teams, ensuring the successful delivery of business-critical initiatives. You’ll play a key role in maximising benefits, optimising resources, and ensuring high-quality, secure, and scalable technology solutions across the organisation.

Key Responsibilities:

  • Lead and manage a portfolio of ICT programmes and projects to deliver outcomes on time, within budget, and to quality standards
  • Develop and maintain programme plans, ensuring alignment with business priorities and technical strategies
  • Ensure effective governance across programmes, including risk, issue, dependency and resource management
  • Drive quality assurance including testing, documentation, and successful transition into live service
  • Lead, coach, and develop programme and project management staff, fostering a high-performance culture

About You

You are a highly experienced ICT programme leader with a strong track record of delivering complex technology initiatives in large organisations. Proven experience leading large-scale ICT programmes within complex environments. Deep expertise in programme and project management methodologies (e.g., PRINCE2). Strong knowledge of budgeting, resource management, and programme governance. Experience managing suppliers and working within multi-vendor environments. Broad technical understanding (architecture, infrastructure, networks, cloud technologies). Excellent leadership, communication, and stakeholder management skills. Proven ability to influence and deliver through matrix teams. Knowledge of ITIL, ISO 9001, ISO 27001 frameworks.

Capability to travel across the Force is required in order to undertake assignments in a timely manner and work flexibly. Due to unsocial hours and personal safety for lone working public transport may not be suitable. For this reason, a full driving licence is considered essential for this role.

If the secondment is not supported then the role may be offered on a fixed term contract basis, but this has implications including loss of continuous service protections.

Please note: Shift allowance, on-call or other job-related allowances from the previous role will not be protected unless they are attached to the new role for the duration of the secondment.
