Part-time vacancy consisting of 22.5 hours per week FTC/Secondment until 31/03/2029 This is an exciting new opportunity for a suitably qualified Re-investigation Manager to act as the Lead Investigating officer for Operation Beaconport. They will manage and oversee re-investigation requests and work within the Major Crime Unit Complex Child Sexual Exploitation Team. Operation Beaconport is the high-profile national policing response to review previously filed group-based child sexual abuse crimes investigated between 2010-2025 to consider if any should potentially be re-investigated. The Re-Investigation Manager will devise effective process and then oversee the investigative and partnership response for any reinvestigations we are asked to undertake by the national Op Beaconport team. They will supervise staff, make policy decisions to set the re-investigation parameters and provide assurance to senior TVP managers and national stakeholders about the delivery of Op Beaconport.
The successful candidate will be a qualified PIP2 investigator with a strong track record of acting as Lead Investigating Officer (LIO) and tackling child-centred complex and serious offences. They should be SCAIDP trained and be experienced in the requirements of Working Together 2026 and the National Operating Model to deliver a trauma-informed and victim centred approach. They will be used to making appropriate decisions that are subject to significant senior and national scrutiny. Key responsibilities
- Ensure the effective management of all Operation Beaconport reviews and investigations, retaining overall accountability for the progress of the investigations, victim and survivor engagement and associated safeguarding decisions and information sharing with partners. Ensure key decisions are supported by clear rationale and auditable records.
- Review all Op Beaconport review requests and undertake a detailed evidential review as the Lead Investigation Officer. Determine investigative opportunities and identify key lines of enquiry to be undertaken. Assess investigative opportunities in light of the reviews and identify key lines of enquiry to be undertaken. Review the outcome of the enquiries undertaken and rereview investigations in light of this, setting further investigative actions as necessary.
- Coordinate the provision and deployment of investigation teams to undertake these enquiries and track the delivery of these enquiries. Ensure appropriate resourcing of the investigative response to meet operational demand. Monitor and address any welfare or training issues within the team.
- Ensure that any re-investigation is undertaken in line with the National Operating Model guidelines (suspect-focused, victim-centred and context led) and in a trauma informed manner. Ensure that victim-blaming language is identified and challenged.
- Determine whether the re-investigations should result in No Further Action or a submission to the Crown Prosecution Service in line with National and Force guidelines and victim and survivor wishes.
- Maintain a strategic overview of Op Beaconport Delivery plan and co-ordinate activity to ensure that the force implements appropriate solutions to deliver the national Op Beaconport objectives.
- Maintain oversight of the quality of information sharing with TOEX, NPCC, OP Hydrant and other agencies to ensure compliance with relevant information sharing agreements, legislation, Management of Police Information (MOPI) guidelines and accurate / auditable records of the decision-making process.
- Ensure that all reports and records are kept in line with national and local standards so that all decisions are auditable and accountable. Ensure any financial claims are submitted promptly.
- Collaborate with partner agencies to develop and maintain an effective multi-agency response to support victims and survivors affected by any TVP OP Beaconport review and reinvestigation.
- Support the Head of Child Protection as the strategic lead for Op Beaconport, deputising for them at strategic and operational meetings.
Proven ability to manage own work and work of others to ensure timescales are met whilst working under pressure and managing conflicting demands. . Proven ability to consistently maintain high levels of personal responsibility, particularly confidentiality and the handling of highly sensitive information and intelligence. Proven ability to act with tact and diplomacy at all times. . Must have capability to travel to different locations across the Force and undertake all assignments in a timely manner. Due to the requirement to work flexibly, unsocial hours and personal safety for lone working; public transport may not be available or suitable at these times. For this reason a full UK driving licence is considered essential.
. PIP2 and SCAIDP qualifications with understanding of the National Operating Model principles. . Recent experience as a Lead Investigation Officer overseeing child sexual abuse and group-based child sexual abuse investigations. . Experience of working with a range of stakeholders to support victims/ survivors of abuse. . Current knowledge of relevant legislation such as Working Together to Safeguard Children 2026, Crown Prosecution Service prosecutor guidelines and Civil Orders. . IT literate with proven experience of using MS applications (Report writing / competent use of Excel) and willingness to learn new systems.
