All-Age Complex and Continuing Care are a team of clinical, business, commissioning specialists who provide continuing healthcare (CHC), children and young people's continuing care (CYPCC) and complex care commissioning to individuals across the Thames Valley footprint. Our operating model has three main areas of activity:

  • Neighbourhood teams work alongside health and social care partners within the community assessing, reviewing and case managing care for adults and children within Oxford, Buckinghamshire or Berkshire, working directly with individuals and families.
  • Central services teams act as the front door and end to end service delivery, managing referrals into the service, business, administration and invoicing functions, working closely with individuals and their families.
  • Commissioning Contracting and Brokerage team work closely with care providers and social care to commission individualised care for individuals.

Main duties of the job

The post holder will lead the management, oversight and delivery of Complex Care individualised commissioning working closely with the AACCC Head of All Age Continuing Care (AACC) Commissioning, Contracting and Brokerage. Working within the remit of individualised commissioning policies, the post holder will deliver a cost effective, efficient, competent service that consistently delivers best practice individual focused care to all patients. The Head of Complex Commissioning is part of the AACCC senior management team responsible for setting direction and transformation within AACCC services. The Commissioning Strategy Work stream aims to deliver 'whole system' improvement through identifying efficiencies across the commissioning landscape, working closely with ICB commissioners, procurement teams and contracting teams to develop best practices.

Job responsibilities

The post holder will have responsibility for the strategic delivery of the Complex Care commissioning strategy work stream ensuring that it is well led, coordinated and delivers to time, meeting its aims and goals. In particular, the post holder will:

  • Develop and deliver strategic commissioning planning and transformational developments.
  • Develop service improvement in the commissioning of complex care services and care packages, ensuring provider collaboration and seeking robust provider management.
  • Contribute to the development of other interdependent AACCC strategies.
  • Participate in the required AACCC governance arrangements to contribute to successful AACCC delivery.
  • Work with providers and clinical experts to design new training.
  • Lead on Commissioning development, joint commissioning of services with Local Authorities and roll-out and management of Personal Health Budgets (PHBs) with the Local Authority.
  • Work jointly with the Head of Commissioning Contracting and Brokerage to ensure that the Commissioning, Contracting and Brokerage for complex care services are well managed with appropriate governance and assurance measures in place to protect both staff and people engaging with AACCC.
  • Encourage a highly skilled workforce by identifying and commissioning training and development opportunities for staff at all levels.
  • Ensure that mandatory training is completed and kept up to date.

Person Specification

Qualifications

Educated to master's degree level (postgraduate studies) or equivalent level of experience of working at a senior level in specialist area.

Knowledge, Experience

Extensive knowledge of specialist area/s acquired through post graduate diploma or equivalent experience or training, plus further specialist knowledge or experience to master's level equivalent. Evidence of continuing professional development. An understanding of the background and aims of current healthcare policy, appreciating the implications on engagement. A good understanding of the relationship between the Department of Health and Social Care, NHS England, Integrated Care Systems (including Integrated Care Boards), and individual provider organisations. Previous experience of budget responsibility, involvement in budget setting and working knowledge of financial processes. Experience of working with, and building and developing successful professional relationships with, a range of stakeholders (internal and external). Experience of managing and motivating a team, including managing work performance of individuals and team. Working knowledge of Microsoft Office applications (Word, Excel etc.) with intermediate keyboard skills. Member of relevant professional body.

Negotiation skills in respect of sometimes difficult and very complex and detailed issues. Problem solving skills and ability to respond to sudden unexpected demands. Ability to analyse complex facts and situations and develop a range of options. Able to take decisions on difficult and contentious issues where there may be a number of courses of action, and to make decisions autonomously, when required, on difficult issues. Strategic thinking - ability to anticipate and resolve problems before they arise. Ability to carry out procurements for highly detailed, high value contracts that require analysis, comparison and assessment. Ability to plan and organise a broad range of complex activities using available information sources, which may require formulating and adjusting plans to reflect changing circumstances. Able to work with external stakeholders and NHS colleagues to develop (strategic) plans on a local and national level e.g. performance improvement and innovation. Skills for delivering results through managing through others and using a range of levers in the absence of direct line management responsibility. Self-motivated, able to work on own initiative and prioritise own work effectively and work under pressure, to often tight and changing deadlines. Teamworking skills, willing to engage with and learn from peers, other professionals and colleagues in the desire to provide or support the most appropriate interventions.
