Project Manager role for the DfE's Technical Advisor Services programme providing a point of liaison between the End Users / Schools, the delivery team and the wider DfE team. The Project Manager will be required to keep the DfE's forecasts up to date for cost, programme and risk as well as records of received and generated information.
Project Managers will be responsible for managing a Technical Advisor who will manage the feasibility, procurement and construction on behalf of the DfE, as well as provision of temporary accommodation if needed. The role is to ensure the Technical Advisor follows DfE process and provide additional oversight of Construction. The Technical Advisor will be led by a Principal or Executive level consultant so the Project Manager will have sufficient experience in order to manage them.
Generally duties will include:
- Leading a multidisciplinary team to develop feasibility study & concept design.
- Procurement Management of Contractor from PCSA through to Defects.
- Report progress on to DfE.
- Maintain accurate forecasts for project budget, risk, programme and scope changes.
- Maintain project records and documentation.
- Arrange Touchpoint meetings with DfE SMEs for project assurance.
- Support the DfE Project Manager through project gateways reviews.
- Facilitate lessons learned workshops.
Specific duties follow the RIBA Plan of Work stages:
- RIBA Stage 1 Pre-Feasibility Project mobilisation: Arrange Site Surveys.
- RIBA Stage 2 GAP analysis of DfE Outline Brief DfE project information: Prepare Risk Register and manage risks. Lead the production of Feasibility Study. Capture School specific needs for the Project Brief. Prepare Control Option concept design for Tender. Present Feasibility Study and Control Option.
- RIBA Stage 3 & 4: Manage the procurement of a Contractor through the DfE's CF25 framework. Manage the Contractor as they develop the concept design through to Contractor Proposals. Ensure all contract documentation, notifications and certificates are saved to DfE's.
- RIBA Stage 5 & 6: Manage the Contractor through Construction & Defects. Contract Administration. Ensure all handover criteria is met and handover documentation is presented. Prepare a Post Occupancy Evaluation. Prepare a project closeout report.
Education capital construction experience. Experience managing JCT contracts. Qualified professional with at least 5 Year post professional qualification (preferred). Be a member of APM (MAPM) with an aspiration to chartered status in the future. Good practical knowledge of Microsoft Software, including Excel and Word. UK driving license.
