Salary: Career Graded 4 to 5 £26,574 – £30,946 per year

Hours: 37 hours a week – permanent

Location: Beech Hurst, Andover

Are you ready to take your first step into the world of HR? Whether you’re a recent graduate or someone who’s worked in a busy admin role and wants to move into HR, this could be the perfect opportunity for you.

We’re looking for a proactive and organised HR administrative officer to join our friendly and supportive HR team at Test Valley Borough Council. You’ll get hands-on experience across recruitment, learning and development, payroll and wider HR support – making this a brilliant launchpad for your HR career.

You’ll be part of a team that’s passionate about helping people and improving how we work. We’ll support you to learn, grow and even complete professional HR qualifications.

What you’ll be doing

  • Being the first point of contact for HR queries—by phone and email
  • Supporting recruitment and onboarding, helping new starters feel welcome
  • Assisting with payroll and keeping accurate employee records
  • Updating HR systems and managing data
  • Helping organise training and development activities
  • Taking confidential notes at meetings and preparing documents
