Enabling Functions are responsible for bringing out the best
in our colleagues by giving them the support they need to perform at the
highest level. By helping our core business across diverse parts of the organisation such as Finance, HR,
Property, Procurement, Legal and Communications make the most of the latest technological innovations, we have a real far-reaching impact across Tesco.
We provide services on a large scale. Our finance systems
execute billions of pounds worth of payment transactions each year. The Finance transformation programme has been running for 3 years and has already delivered millions of pounds of benefits. Our future plans are no less ambitious. Over the next 3-5 years we will simplify our Group Finance technology, removing mainframes, increasing integrations and upgrading systems, enabling Tesco to benefit from the latest innovations in the market, including AI.
We are looking for an experienced Senior Technical Programme Manager to join and lead the Enabling Functions Finance programme team. You will work closely with the Programme Director to shape the portfolio priorities, to structure and sequence our plans to deliver the required outcomes. You will oversee multiple programmes with many complex cross dependencies, and be responsible for managing the budgets, forecasts and resources.
The successful candidate will also require good communication skills to allow you to collaborate across all parts of the business, Finance and Technology. You will be comfortable with ambiguity and shaping programmes and projects from inception. We are looking for someone who can inspire and motivate teams to deliver successfully.
About the role
Senior Technical Programme Managers (STPMs) lead teams that deliver complex, cross-functional technology programmes that support colleagues and help serve our customers better. They work collaboratively and influence Product, Engineering, and business colleagues to deliver value quickly and often.
Responsibilities
- Deliver complex programmes with multiple business and technical risks that will impact the success of key Tesco business priorities.
- Establish new or improve existing delivery methodology to deliver the programme goals.
- Initiate and shape programmes with ambiguous scope and uncertain delivery approach.
- Create and track a plan to deliver the programme goals, including the technical implementation plan.
- Provide expert advice and guidance on programme delivery (mentoring other TPMs and supporting Engineering/Product teams).
- Understand trade-offs in software delivery, using experience and influencing skills to drive consensus with the Engineering and Product teams to obtain the best value and solution.
- Be able to foresee potential risks and issues, establish a process, facilitate discussions and manage escalations.
- Act on opportunities to adopt trends and new concepts in programme and product delivery.
- Be able to understand a technical architecture to be able to foresee the impact on dependencies, delivery timelines and implementation plans.
- Have good knowledge of engineering best practices and practical infrastructure implementations to appreciate delivery challenges.
- Ask probing questions of Engineering and Product teams to ensure solutions meet programme objectives.
- Understand technology concepts, grasp new ones quickly and appreciate their implications on delivery.
- Effectively manage major incidents, ensuring stakeholders are updated with the right information to drive the correct decisions.
- Collaborate with the Product and Engineering teams to define annual budgetary requirements.
- Build positive relationships with suppliers & external stakeholders to deliver software or professional services.
- Add value to vendor selection processes (tendering, agreeing SLAs, warranty periods, outsourcing).
- Proactively research trends and development in technology, and programme and product delivery.
- Nurture emergent talent, coach peers and other roles, teaching where required, on methodologies and programme management tools and coach/mentor on leadership.
- Take a leading role in the recruitment process and make final recruitment decisions.
- Play an active leadership role in the TPM guild and community – proactively influencing capability and capacity planning for TPMs.
Required Skills
- Firsthand experience in executing complex financial transformations on a grand scale, including expertise in migrating to or upgrading systems such as Oracle Fusion or other Finance ERP platforms.
- Deep comprehension of Financial Principles: profound understanding of financial accounting principles, including Generally Accepted Accounting Principles (GAAP) or International Financial Reporting Standards (IFRS).
- Core Financial Processes: in-depth knowledge of essential financial processes such as budgeting, forecasting, reporting, accounts payable, accounts receivable, tax, treasury, and risk management.
- Regulatory Compliance Acumen: well-versed in financial regulations and compliance requirements, ensuring adherence to legal standards in all financial practices.
- Analytical and Problem‑Solving Proficiency: exceptional analytical skills to uncover financial discrepancies, conduct variance analyses, and provide actionable insights to bolster financial performance.
- Proven track record in delivering technology and/or infrastructure projects across multiple teams and geographies.
- Experience in fostering credible relationships and influencing senior management and leadership teams.
- Strong project, stakeholder, and programme management skills.
- Robust vendor management and negotiating abilities.
- Exceptional reporting skills for programmes and financial forecasting.
- Excellent communication and influencing skills, with adaptability to change.
- Demonstrated success in the development and management of teams.
Qualifications
- A bachelor’s degree in accounting, finance or a related field.
- Professional certification such as CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants) is preferred.
Whats in it for you?
- Annual bonus scheme up to 45% of base salary.
- Car allowance of £7,320 per annum.
- Holiday starting at 25 days plus a personal day (plus Bank holidays).

- Retirement savings plan – save between 6% – 10% and Tesco will contribute 1.5 times this amount.
- 26 weeks maternity and adoption leave (after 1 year’s service) at full pay, followed by 13 weeks of Statutory Maternity Pay or Statutory Adoption Pay, and 4 weeks fully paid paternity leave.
