Objective
The objective of this role is to support Terraformation’s internal sourcing and operations teams by developing a clear, practical understanding of Indonesia’s carbon-related regulatory environment and how it affects early-stage project screening and development decisions. This role is analytical and advisory in nature and may include limited informational engagement with public‑sector stakeholders to validate regulatory understanding, but does not involve representing Terraformation in relationship‑building, negotiation, or ongoing government engagement.
Scope of Work
The consultant will analyze Indonesia’s regulatory landscape for blue carbon projects and develop internal frameworks and decision tools that enable Terraformation teams to assess regulatory viability and risk across screening, pre‑feasibility, and feasibility stages, drawing on desk‑based analysis and targeted validation discussions as needed.
- Assess applicable regulatory frameworks and policies affecting project eligibility, including analysis of land tenure, forestry regulation, and carbon rights ownership including identifying authorization requirements and viable pathways for securing carbon rights and approvals following Verra’s methodology (VM0033 & VM0047).
- Map relevant government and institutional stakeholders and develop a clear engagement strategy.
- Advise on approval sequencing, support priority engagements, and provide briefing materials to enable effective government relations.
- Define required permits, licenses, and regulatory approvals and develop a practical roadmap with indicative timelines.
- Identify regulatory, institutional, and political risks and recommend mitigation strategies, including red‑flag issues.
Duration & Contract Terms
3-month contract under a Master Services Agreement (MSA). Payments will be made upon satisfactory completion and acceptance of deliverables under each task order, in line with the specified level of effort (LOE), deliverables, and reimbursable travel costs.

Remote, Must be based in Indonesia.
Deliverables
All tasks and deliverables will be defined by way of a task order and shall include:
- Stakeholder mapping for government relations and regulations.
- Analyze applicable laws, policies, and institutional roles affecting blue carbon project development in Indonesia.
- Conduct limited, non‑representational discussions with relevant public‑sector institutions to validate regulatory interpretation and approval sequencing.
- Develop a concise overview of the approval pathway for blue carbon projects relevant to early‑stage sourcing (not detailed regulatory interpretation).
- Carbon rights and authorization pathway approaches by land‑tenure type, including government stakeholder engagement recommendations.
- Regulatory approvals and permitting roadmap for different land tenure types (ERC, APL etc).
Minimum Qualifications
Minimum 8 years of experience in coastal ecosystem restoration or blue carbon project development in Indonesia. Strong understanding of Indonesian environmental and carbon market regulations particularly blue carbon. Demonstrated ability to develop and manage partnerships involving government agencies, donors, and technical organizations. Proven experience coordinating feasibility or early‑stage project development processes. Excellent communication skills in English and Bahasa Indonesia. Bachelor’s degree in a relevant field (Environmental Science, Restoration Ecology, Coastal Management, Development Studies, or Public Policy); Master’s degree preferred. Strong analytical, interpersonal, and problem‑solving skills. Experience managing technical consultants or cross‑disciplinary teams.
