The Information Systems Officer (ITO) is based in the Automated System for Customs Data (ASYCUDA) Programme, Division on Technology and Logistics (DTL) at the United Nations Trade and Development (UNCTAD) in Gibraltar, United Kingdom. The position reports to the Chief of the ASYCUDA Programme.
Responsibilities
- Plan and direct major systems projects, managing all phases from feasibility to implementation.
- Provide expert advice on systems analysis, design and development; develop requirements, schedules, cost estimates and performance metrics.
- Prepare cost proposals for contractual services, oversee technical evaluation of proposals and manage contracts.
- Track and monitor project progress, quality measures and standard processes; liaise with user groups throughout development.
- Lead and supervise project teams, including mentoring junior staff and contract personnel.
- Execute complex technical tasks such as systems analysis, development, programming, and database design; ensure control and security mechanisms are in place.
- Develop, implement and monitor information standards, testing paradigms, and technical documentation.
- Prepare training materials and detailed technical presentations for users.
- Conduct research to keep abreast of technological developments and evaluate new products and technologies.
- Coordinate communications between IT services and major clients; develop Service Level Agreements (SLAs) and charge‑back mechanisms.

Education
- Advanced university degree (Master’s or equivalent) in computer science, information systems, mathematics, statistics or related field. A first‑level university degree plus two years of qualifying experience may be accepted.
- Completion of data‑analytics, business‑analytics or data‑science programmes is an advantage.
Work Experience
- Minimum seven years of progressively responsible experience in planning, design, implementation and maintenance of computer information systems, including customs and international trade digitalisation.
- Experience with full‑stack, cloud‑native enterprise‑grade Java applications and software development team management is required.
- Three years or more in Single Window for Trade implementation is desirable; experience in AI research and development and in Jakarta EE, microservices, containers, service meshes, declarative APIs, continuous integration and UI JavaScript frameworks is desirable.
