This is a highly specialist senior leadership role for someone who understands regulation, governance and operational excellence across heat networks, metering, billing and compliance.
We are supporting the appointment of a Head of Heat Network Management to lead governance, regulatory compliance, billing strategy, debt oversight and supply chain performance across a substantial portfolio of 100+ residential and mixed-use heat networks. This is not a traditional operational management role. This is a strategic leadership opportunity for someone who can shape policy, interpret legislation, protect customers and ensure a business is fully prepared for the future of heat network regulation.
The Opportunity:
- Lead governance and regulatory compliance across a national heat network portfolio
- Interpret evolving legislation and translate it into clear internal frameworks
- Act as senior interface with Ofgem and relevant regulatory bodies
- Oversee metering, billing, reconciliation and data governance strategy
- Shape compliant debt management frameworks balancing financial performance with customer protection
- Build governance and reporting structures for senior leadership and Board oversight
- Monitor maintenance supply chain performance, ensuring technical and commercial standards
- Lead and develop a specialist team focused on accountability, transparency and continuous improvement
What We Are Looking For:
- Strong understanding of heat network regulation and energy compliance frameworks
- Significant experience within heat networks, utilities, metering or billing in a regulated environment
- Experience developing or overseeing metering and billing strategy
- Strong understanding of governance, reconciliation, data integrity and debt management
- Experience engaging with Ofgem or similar regulatory bodies
