The Medical Director for Mental Health and Learning Disabilities will work within Cwm Taf Morgannwg’s senior Care Group leadership team to provide strategic and operational leadership across all-age primary and secondary mental health care, regional specialist services and adult learning disability care. The role requires an inspiring clinician capable of leading innovative clinical and workforce practices, improving quality, financial management and business development, and implementing the Welsh Government Mental Health and Wellbeing Strategy 2025-2035.
Cwm Taf Morgannwg (CTM) University Health Board is one of the largest NHS employers in Wales, serving 450,000 people across Bridgend, Merthyr Tydfil and Rhondda Cynon Taf. Key Responsibilities- Lead the delivery of integrated transformational service change across the Care Group, ensuring safe, high-quality, efficient patient care.
- Improve and transform quality and performance of the directorate, including clinical activity, financial management and strategic business development.
- Promote a unified approach to national, regional and local strategies, working with specialities and partners to deliver equitable access to services.
- Provide strategic direction, including development of business or service groups, and oversee management of staff and non-pay budgets.
- Drive evidence-based practice and continuous improvement, ensuring alignment with the Mental Health and Wellbeing Strategy.
- Current GMC/GDC registration.
- Higher qualification in general practice or CCT.
- Demonstrated evidence of continuing professional development and managerial professional development, including attendance at internal and external study programmes.
- Extensive knowledge of NHS patient agenda and NHS operational issues.
- Experience of leading teams, managing performance, handling staff and non-pay budgets, and delivering high-quality services under resource constraints.
- Experience of clinical governance and implementing change-management projects.
- Knowledge of management and leadership best practice.
- Experience working successfully in complex environments.
- Proficiency in Microsoft Office and basic IT skills.
- Ability to speak Welsh (level B2 or above).
- Ability to lead strategic development of a business or service group.
- Strong analytical, conceptual, and decision-making skills.
- Excellent written, verbal, and interpersonal communication skills.
- Capability to influence and drive improvement across multidisciplinary teams.
- Resilience to work in high-pressure environments and manage multiple priorities.
- Willingness to travel across Cwm Taf Morgannwg and Wales.
- Flexibility to work varied hours as required.
- Subject to Disclosure and Barring Service check and Rehabilitation of Offenders Act (Exceptions Order) 1975.
Permanent contract, part-time, annualised hours. Salary ranges from £110,240 to £160,951 per annum pro rata, plus benefits including a leading pension, generous leave and flexible working options. Relocation support available.
