Company Overview: Teledyne Qioptiq designs and manufactures high-performance electro-optic products for demanding defence, aerospace and commercial applications across land, air, sea and space environments.

Role Overview: We are looking for a Programme Manager who can bring structure, pace, and sound judgement to technically complex programmes. You will operate at the centre of a cross-functional team, connecting customer needs, technical delivery, commercial commitments, operations and supply chain performance. You will own programme outcomes, build trusted relationships, and create the conditions for multi-disciplinary teams to deliver safely, predictably, and profitably.

Key Responsibilities:

  • Lead programmes across our New Product Introduction (NPI) lifecycle, from bid and requirements definition through design, development, qualification, production readiness, and transition to full-rate production.
  • Create and maintain integrated plans, milestones, budgets, forecasts and resource assumptions, using evidence to drive priorities and decisions.
  • Coordinate multi-disciplinary teams spanning optical, mechanical, electronics, systems, test, manufacturing engineering, quality, procurement, operations, finance and commercial functions.
  • Identify and manage risks, issues, opportunities and changes, developing practical mitigation, recovery and contingency plans.
  • Manage customer and internal stakeholder interfaces, maintaining alignment on requirements, deliverables, contractual obligations and expectations.
  • Support business winning activity, including bid planning, estimating, proposal development, review and handover into delivery.
  • Manage commercial and financial performance, including budget control, cost impacts, change requests and progress against business objectives.
  • Support a controlled transition into manufacture and business-as-usual operations, ensuring programme outputs are ready for repeatable delivery.
  • Contribute to continuous improvement of programme management methods, tools, standards and team capability.

Personal Specification:

We value relevant capability and evidence of delivery. Your experience may have been built through programme/project management, engineering, operations, or another customer-facing technical environment.

Essential experience and capability:

  • Experience leading projects or programmes involving complex products, technology, engineering or manufacturing.
  • Ability to bring together cross-functional contributors, establish clear ownership and maintain momentum against agreed outcomes.
  • Practical competence in planning, schedule management, cost control, risk and issue management, change control and status reporting.
  • Confidence working with customers and senior stakeholders, including communicating difficult messages clearly and constructively.
  • Commercial awareness and an understanding of how scope, schedule, cost, risk, quality and contractual commitments interact.
  • An organised, proactive and diligent approach, with the judgement to work through ambiguity and competing priorities.
  • Strong written and verbal communication skills, with the ability to tailor detail to technical, operational and executive audiences.

Desirable experience:

  • Experience in defence, aerospace, photonics, electro-optics, precision manufacturing, or another highly regulated sector.
  • Experience of New Product Introduction, product development, technology development, or transfer into manufacture.
  • Experience supporting tenders, bids, estimates, customer change requests or contract delivery.
  • Working knowledge of production planning, MRP/ERP, procurement, inventory, operations, and supply chain management.
  • Experience managing domestic and export customers or working across international teams and supply chains.
  • A recognised project or programme management qualification, such as APM or PRINCE2, or equivalent demonstrable practice.
  • A technical, engineering, science, business or project management qualification. Equivalent relevant experience will also be considered.
