JOB PURPOSE
Be the first line helpdesk support for staff utilising systems/applications/software, provide information, advice and guidance to staff at all levels. Support the implementation, operation, maintenance and ongoing development of systems/applications/software and related business processes, including any required testing. Participate in working groups and project teams as required. Deliver training to system users as required. Contribute to the training design and produce any associated documentation. Ensure any system periodic processing, production of reports and other routines are carried out accurately and according to timetables. Ensure that the integrity and accuracy of system/other information is maintained at all times, in accordance with industry best practice and compliant with all relevant information.
KEY OBJECTIVES
- Helpdesk/Routine Processing
- Manage the helpdesk function for various systems, software and applications across the authority, providing guidance and support for end users, including the day-to-day operation of the systems, maintain systems security, administer application permissions and the issue of passwords.
- Assume ownership and responsibility of helpdesk calls until resolution. Liaise with Digital Services staff and software suppliers where required.
- Refer and/or notify any complex issues or systems failure to the Lead Applications Officer.
- Ensure all system periodic processing such as period/year ends are completed accurately and to agreed timescales, including the production of any required performance information, statistical returns or other reports.
- Ensure any required system/financial reconciliations are completed accurately and as per agreed timetables.
- System Development inc Upgrades
- Carry out testing of systems/applications prior to any upgrade or as part of developments/improvements. Deliver training to users as required.
- Advise Line Managers on the development of efficient systems of work, including the possible usage of existing solutions or provide advice on creative or innovative solutions to help reduce customisation costs for all systems/applications.
- Maintenance of bespoke databases via MS Access, including tables, queries, forms, reports and use of Visual Basic and GUI interfaces.
- As the nominated service representative, participate in nominated User Groups (external and internal) in order to benefit from shared knowledge and experience.
- Implementations inc Projects
- Contribute to the planning and implementation of systems/applications across the authority by participating in project teams tasked with implementation of business critical systems. Undertake any tasks as directed by the Project Manager according to timescales.
- Maintaining any project documentation as directed by the Project Manager.
- Data Integrity & Information Security inc Legislation
- Ensure that the integrity of system data/information is maintained at all times in accordance with best practice and any relevant legislation.
- Review system data/information on an ongoing basis to ensure conformity with statutory regulations and legislation.
- Advise Senior Managers and service staff on information security best practice.
- Support Procedure Development
- Participate in any process/service review working groups and advise on possible system/application functionality that would improve existing practices.
- Develop and any procedures/user guidance for various systems, software and applications across the authority.
- Management Information inc 3rd party reporting tools
- Design, develop and maintain regular and ad-hoc reports, using BI Query, Business Objects/Crystal Reports, SQL and other 3rd party reporting tools/methods, to provide information for use by Senior Managers and service staff across the authority and for external organisations. This will include periodical performance reporting including SPIs & LPIs and FOIs.
