About Tees Valley and the Role Context
Tees Valley is formed by five distinct boroughs and has devolved responsibilities in transport, infrastructure, skills, business investment, and local collaborations on culture, tourism and housing.
Recent investment supports the delivery of a Strategic Economic Plan and local growth initiatives.
We are looking for a candidate to provide strategic financial leadership and business partnering support to senior leaders and service areas, enabling effective decision-making, delivery of organisational priorities, and sound financial management.
The postholder will act as a trusted adviser, influence at a senior level, embed financial governance, and lead on complex financial planning, performance management, and transformation activity across the Authority.
Responsibilities
- Provide strategic financial leadership and business partnering support to senior leaders and service areas to enable effective decision-making and delivery of organisational priorities.

Qualifications and Skills
- Full or part-qualified accountant (e. g. ACCA, CIPFA, ICAEW or equivalent) / Qualified by Experience.
- Significant experience in a business partnering or senior finance role, preferably within local government or the wider public sector.
- Proven experience in: medium and long-term financial planning; budget setting and monitoring; advising senior managers and elected Members; supporting service transformation, savings programmes, or investment decisions.
- Strong understanding of local authority finance, funding, and regulatory frameworks.
- Excellent analytical and financial modelling skills; ability to interpret complex financial data and present clear options and recommendations.
- Strong leadership, negotiation, and influencing skills; ability to manage competing priorities in a complex environment.
