Job Summary
The North East & Yorkshire Net Zero Hub is part of a national network of Local Net Zero Hubs set up to help local areas and the communities they serve develop and deliver energy projects to meet local growth ambitions and national clean energy targets. We are looking to add a Programme Officer to support the coordinated management and administration of the Hub’s complex delivery. The role will focus on robust management of finance and risk across the programme, liaising with internal teams and partners to keep budget forecasts current, produce accurate financial reporting, and provide stakeholders with the information needed for informed decisions. The position is fixed‑term until 31March2027 with potential extension, and can also be offered as a secondment.
Responsibilities
- Support coordinated management and administration of the Hub’s delivery.
- Ensure governance and reporting processes meet the highest standards.
- Provide financial oversight, including budget forecasting, financial reporting, and risk management across programme strands.
- Liaise with internal finance and legal teams and external partners such as the Department for Energy Security & Net Zero, Great British Energy, mayors, local authorities, and community organisations.
- Identify and solve problems, add value to support delivery, and source additional information as required.
- Maintain accurate, up‑to‑date budget forecasts and produce easy‑to‑understand financial reports.
- Collaborate across a dispersed team and with external stakeholders.
Qualifications and Requirements
- Highly organised, independently motivated, and able to prioritise workload.
- Recognised qualification in accounting, financial management, or a related discipline (preferred).
- Experience providing administrative support to externally funded projects or programmes, ideally within a public sector context.
- Advanced numeracy skills and a solid understanding of risk management (including risks, challenges and barriers).
- Strong written and verbal communication skills.
- Strong collaboration skills and ability to work well with internal and external stakeholders.
